PREV-451. KDA Holdings. Inc.
Workshop to review and provide comments on a proposal to construct an approximately
5,000-square-foot one-story credit union building at 11991 Dublin Canyon Road
(southwest corner of Dublin Canyon Road and Foothill Road). Zoning for the property is
C-C (Central Commercial) and PUD - C-O (Planned Unit Development-
Commercial-Office) District.
Mr. Pavan summazized the staff report and noted that the project would be highly visible to
Foothill Road, a major entryway into the City. He described the history of this application and
the scope of the proposed project. No color board has been provided, but the color simulation
showed a tan or cream-colored body with dazk colored vision and spandrel glass. He noted that
this site was very visible and recalled the Commission's desire for entryway sites and buildings
to be appropriately designed and matched. He believed that the use should generate the least
amount of traffic for the site. Staff believed that a professional office would be an appropriate
use, utilizing telecommuting, staggered work hours, and other measures to keep traffic off the
intersection.
Staff believes this is a very difficult design problem, but that the current preliminary design
should be redesigned to reflect the directions provided to the Commission. He noted that Larry
Cannon's future comments should be integrated into the next iteration of the design.
THE PUBLIC HEARING WAS OPENED.
Richard Rangel, project architect, acknowledged that this was a very critical and visible site in
the gateway to Pleasanton and noted that the building was designed specifically for this site. The
building has been recessed into the hillside and narrowed and stretched accordingly. He added
that they would be open to changing materials, details, and massing; he believed that the
materials they used were appropriate to this area. He noted that the combination of slate and
plaster, highlighted by the glass, provided an element to reflect the sky, the hillside, and the
surrounding trees. He added that the glass could be toned down.
Mr. Rangel believed that the suggestion of a cornice across the top of the parapet would frame
and draw attention to the building, rather than letting the vertical face of the building blend into
the hill itself. He assured the Commission that the City Code would be met and that they
PLANNING COMMISSION MINUTES, November 10, 2004 Page 6 of 14
