He advised that they had a copy of the <br />geotechnical report and that the building fit within the report's requirements that the building <br />have a 50-foot dimension from certain seismically sensitive areas. <br />Mr. Rangel advised that comments had been made concerning the quasi-retail use, and he did not <br />believe a financial institution was an intensive retail use similar to Downtown stores. He noted <br />that their client's credit union was not oriented to bringing a lot of customers to the site and <br />added that their goal was to encourage most of their clients to do most of their banking by mail <br />or Internet. They proposed a 5,000-square-foot building, which requires 17 parking spaces. <br />Mr. Rangel advised that they were in communication with the Fire Department and that they had <br />several turnaround options to accommodate their requirements. With respect to the grading, he <br />noted that most of the haul-off was related to the widening of Dublin Canyon, which would <br />occur regardless of the site use. <br />In response to an inquiry by Chairperson Roberts whether the cement plaster element was part of <br />the credit union's image, Mr. Rangel replied that it was not and that it could be changed. <br />Patrick Sendee, project/development manager, KDA Holdings, Folsom, CA, noted that KDA <br />Holdings' specialty is building on special and challenging sites. He noted that its client is a <br />regionally based credit union that is able to operate in the seven Bay Area counties; its goal was <br />to create a convenient member access point for face-to-face access. <br />James Clay, representing the applicant, believed that this use would fill the needs of the applicant <br />and the City. He emphasized that this use would not feature adrive-through, and that the traffic <br />would be minimal. He believed they could mitigate the circumstances of this location and noted <br />that they intended to make the building aesthetically appealing to everyone. <br />THE PUBLIC HEARING WAS CLOSED. <br />Chairperson Roberts noted that she would poll the Commission with respect to the discussion <br />points. <br />Chairperson Roberts inquired whether the use was appropriate for this site. <br />Commissioner Maas noted that she did not have a problem with a credit union. <br />Commissioner Fox stated that she did not object to a credit union, provided there would be no <br />drive-through. <br />Commissioner Sullivan stated that staff made a good point about the traffic issues at the <br />intersection, which was borderline Level of Service D/F. He expressed concern that it would be <br />a freeway-oriented business because of its proximity to the freeway.
