Mr. Rasmussen noted that the Lund II property would have sufficient room for a park and would <br />also be close to Mission Hills Park. <br />In response to an inquiry by Commissioner Sullivan why restrooms would not be placed in some <br />community parks, Chairperson Roberts replied that they could not be patrolled. <br />Mr. Rasmussen recalled that the neighbors had been adamant that restrooms not be placed in the <br />community parks. <br />Commissioner Maas noted that some temporary portable bathroom facilities had been located in <br />some parks. <br />Chairperson Roberts added that many residents were very concerned about crime occurring in <br />the washrooms. <br />A general discussion of various restroom Facilities in neighborhood parks ensued. <br />Chairperson Roberts suggested that further discussion on restrooms in parks be scheduled for a <br />future meeting. <br />Commissioner Fox suggested that future dog pazks have a separation for large and small dogs. <br />Economic Vitality <br />In response to an inquiry by Chairperson Roberts regarding the City's debt limit, Mr. Rasmussen <br />confirmed that it was ten percent. He believed that the City's current debt percentage was <br />approximately five percent. <br />Chairperson Roberts supported adoption of a program that requires PERS Retirement funding for <br />a normal year. Mr. Rasmussen noted that was the idea of Sue Rossi, Director of Finance. <br />Commissioner Arkin suggested a policy that surplus capital improvement funds may not be used <br />for operation expenditures without a public vote. <br />Commissioner Fox supported Commissioner Arkin's suggestion. <br />Chairperson Roberts advised that General Plan policies were generally phrased as suggestions <br />rather than requirements. <br />A discussion of capital expenditure funding ensued. <br />Mr. Rasmussen noted that he would present this discussion topic to Ms. Rossi and that he would <br />return to the Commission for a future discussion on implications and options. <br />PLANNING COMMISSION MINUTES, November 10, 2004 Page 12 of 14 <br />
