In response to an inquiry by Commissioner Sullivan whether the Public Facilities Master Plan <br />was different than the Downtown Public Arts Master Plan, Chairperson Roberts confirmed that <br />was true and added that Commissioner Maas was on the Downtown Public Arts Master Plan <br />Committee. <br />Commissioner Maas advised that there had been one meeting. <br />Chairperson Roberts stated that Livermore was planning for a major regional arts facility. She <br />suggested that Pleasanton discuss the facility with them to avoid duplication of efforts. <br />Mr. Rasmussen confirmed that there had not been much discussion about the arts facility <br />recently and that there was a strong sentiment in the City that it be built in Pleasanton. He added <br />that there was support for an amphitheater as well. <br />Chairperson Roberts did not believe it would be in either city's best interest to have competing <br />facilities, which she believed would be a significant waste of funds. <br />Commissioner Fox noted that Dublin's Cultural Arts Commission had two components: civic <br />and heritage, and that its additional role was to preserve the historical aspects of Dublin. She <br />suggested adding a historical preservation aspect to Pleasanton's efforts. <br />__ Mr. Rasmussen advised that many communities have similar historical preservation <br />commissions, which provided for more detailed expertise than the Planning Commission would <br />have. He noted that as the draft ordinance has been developed, there had been resistance to that <br />idea because it would add another layer of government. <br />Human Services <br />Chairperson Roberts advised that she favored the idea regarding aTri-Valley effort and that it <br />would be difficult for one city to manage all of the human services needs. <br />Commissioner Fox noted that a memo was circulated to the Human Services Commission <br />regarding the Kaleidoscope Program that was next door to the senior center in Dublin, which <br />served special needs children and adults through the Easter Seals program. They had targeted <br />renovating and modernizing the entire facility, and she had just discovered the program would be <br />closed and moved out of the Tri-Valley. She suggested that it be moved to Pleasanton. <br />Parks and Recreation <br />Chairperson Roberts complimented the concept of an Environmental Learning Center in a park. <br />Commissioner Arkin believed that the south end of the City should be served with a park. <br />Chairperson Roberts recalled Kevin Close's objection to a park in the rural Happy Valley <br />-- Specific Plan area. <br />PLANNING COMMISSION MINUTES, November 10, 2004 Page 11 of 14 <br />
