.- ROLL CALL VOTE: <br />AYES: Commissioners Maas and Roberts. <br />NOES: Commissioners Arkin and Fox. <br />ABSTAIN: None. <br />RECUSED: None. <br />ABSENT: Commissioner Sullivan. <br />The motion did not carry. <br />Chairperson Roberts noted that due to the tie vote, the item would be continued to the <br />next Planning Commission meeting when the full Commission would be in attendance. <br />THE PUBLIC HEARING WAS RE-OPENED. <br />Mr. Huff noted that there was the exact fence as proposed on the southwest corner of <br />Second and Angela Streets. <br />Ms. Nerland suggested that the applicant a-mail staff when they place the color samples <br />on the side of the building so the Commissioners may examine them. <br />Commissioner Arkin preferred to make only the structural changes to the building itself. <br />Mr. Huff advised that the colors would be made in a tasteful way that would be <br />sympathetic to the Downtown area. <br />Commissioner Fox noted that she could be more flexible with the fence and the yellow <br />color, but she had serious issues with the red color in contrast to the adjacent blue color. <br />The public hearing was continued to the November 10, 2004 Planning Commission <br />meeting. <br />c. PDR-400, R. J. Wilson/Mardel, L.L.C. <br />Application for design review approval to construct four custom homes to be <br />located at 2576 and 2590 Gillian Court and 2604 and 2621 Ingrid Court, within <br />the Vineyard Hill subdivision in the Vineyard Avenue Corridor Specific Plan <br />area. Zoning for the property is PUD-LDR (Planned Unit Development -Low <br />Density Residential) District. <br />Ms. Kline presented the staff report and the history and scope of the project. At the time <br />of the PUD approval, residential green building guidelines were not in place. She had <br />approached R.J. Wilson about green building measures; he willingly agreed to look at the <br />checklist and came up with 53 green building points to use on all the lots.
