neighbor to the surrounding residents and that they intended to communicate with the <br />neighbors clearly and completely. He noted that the Kinderkirk ministry was located on <br />the other end of the property because of traffic patterns and to be respectful of the <br />neighbors. <br />Lew Domini, project architect, San Diego, noted that his firm had designed <br />approximately 120 churches throughout the West and displayed examples of some <br />designs. He noted that the site was well-situated and pointed out the access points on the <br />site plan. He noted that because the site was located approximately four feet below the <br />road, they planned to dig down another five or six feet in the center and use the soil to <br />build up around the perimeter so the site would be more flush with the surrounding <br />streets. Regarding the Commission's questions regarding landscaping, he noted that <br />Ponderosa Homes would perform all the perimeter landscaping immediately. He would <br />recommend that all of the trees be planted as soon as possible in order to allow growing <br />time. He displayed the proposed site plan and design to the Commission, describing the <br />associated activities and amenities. <br />Pam Hardy, Ponderosa Homes, noted that the site plan and building design would <br />complement their homes and would create a good eastern gateway to the City. She noted <br />that upon City Council's approval of the PUD, the church began its site plan <br />development, working with Ponderosa Homes. Responding to the Commission's <br />concerns, she noted that Ponderosa Homes had initially been very concerned about the <br />interface between the church uses and their homes; but Ponderosa is now were very <br />comfortable with the layout of the site plan and believed that the architect and the <br />congregation had done a good job of locating the multipurpose buildings, limiting the <br />parking on the side closest to the residents, and placing the more intensive uses such as <br />the day caze center towazds Valley Avenue and Busch Road to minimize the impacts. <br />Regarding the height of the wall, Ms. Hardy stated that Ponderosa would not be pleased <br />with a wall higher than seven feet because that would "shadow out" the future homes. <br />The development has not been plotted at this point, and Ms. Hardy indicated that she did <br />not know whether the home would be a single- or two-story building and where the <br />garage would be located. <br />Commissioner Fox inquired whether it would be feasible to reconfigure Building B to <br />place the facility support at the end corner; the wall would be moved farther away from <br />the property line. She expressed concern about the visibility and noise issues from the <br />multipurpose rooms. <br />Commissioner Maas advised that if any complaints were received, the church would be <br />contacted. She believed they wanted to be good neighbors. She thanked the applicant for <br />a very good presentation and believed it would be a great project. She appreciated the <br />modifications they made to the tower. <br />Commissioner Arkin suggested an amendment that the applicant be required to landscape <br />the property closest to the neighbors at the time of the first phase. <br />PLANNING COMMISSION MINUTES, October 27, 2004 Page 5 of 12 <br />
