_ functional and that it would complement the adjoining residential neighborhood being <br />constructed by Ponderosa. The project would provide an attractive focal point at this <br />rather nondescript intersection. Staff recommends approval of this project, subject to the <br />conditions of approval listed in Exhibit "B." <br />Chairperson Roberts noted that the design review approval will lapse within one year <br />unless a building permit for any of the buildings is issued; she understood that it may take <br />five years before building commences. <br />Ms. Kline advised that the Pleasanton Municipal Code is very specific with respect to <br />design review, which is valid for one year. Two additional one-year extensions are <br />allowed, and while one could always apply for a variance from this Code requirement, it <br />would be difficult to make the required variance findings. She noted that if a building <br />permit were obtained for any of the buildings, the design review approval for the rest of <br />the project would be vested. <br />Commissioner Fox expressed concern about the proximity of Building B to the <br />residential area, specifically the last house on Madsen Court. She noted that the Facility <br />Support building was very close to that house. She inquired whether it was possible to <br />approve particular phases of the project and inquired about the daily traffic flow for a <br />Kinderkirk in Buildings A and C with respect to drop-offs and pick-ups. Ms. Kline <br />confirmed that the project may be approved in phases; staff s goal was to provide the <br />residents of the neighborhood with the information before they moved in. She noted that <br />all the pick-ups and drop-offs would occur on-site and that Cornerstone Court would be a <br />private court built by Ponderosa Homes, sharing maintenance with the senior complex <br />and the church. The driveways for this parcel were approved with the PUD development <br />plan for Ponderosa Homes. <br />At Commissioner Fox's request, Ms. Kline clarified the traffic flow. <br />Commissioner Maas advised that the item addressed the design review and that the PUD <br />concerning the traffic flow had been approved. Ms. Kline confirmed that all traffic issues <br />were considered when the initial PUD was approved. <br />Commissioner Arkin wanted to be sure that any potential noise problems from special <br />events would be addressed and alleviated: <br />THE PUBLIC HEARING WAS OPENED. <br />Mike Barris, Pastor, Pleasanton Presbyterian Church, 7479 Highland Oaks Drive, <br />thanked the Commission and the staff for their guidance and noted that the church has <br />enjoyed a 127-year history in the community. He hoped that this project would continue <br />to contribute to the community and reach out to the residents in a meaningful way. He <br />believed the new site would allow access to facilities for the church's many programs, <br />especially the children's ministry programs. He looked forward to providing a safe place <br />for the church's support programs.
