The blue and gold illuminated circular elements in the <br />"atom" logo aze noted on the plan as having a pulsating appearance. <br />Ms. Kline noted that Hacienda Park has reviewed and approved the proposal. With the <br />exception of the pulsating atom logo, the design elements conform to City and Hacienda <br />Park requirements and guidelines. A condition was added to require the light in the rings <br />to use a solid, stationary color. As conditioned, staff believes the signage would be an <br />attractive addition to the project and appropriate in terms of size and location. <br />She noted that staff had not received any comments from the public regarding the <br />proposal and recommended approval of the proposed project. <br />In response to an inquiry by Commissioner Kameny, Ms. Kline confirmed that the use <br />permit ran with the land rather than with the applicant. <br />THE PUBLIC HEARING WAS OPENED. <br />Pamela Pennington, project designer, displayed the full elevation to the Commission and <br />described the changes in the color palette and design. She noted that the fiber optics in <br />the logo would not pulsate and would change colors over an extended period of time. <br />In response to an inquiry by Commissioner Sullivan about the placement and color of the <br />_ sign, Ms. Pennington replied that it would be located on top of the mesh screen. The logo <br />featured fiber optic elements that illuminate the atom design and would cycle through the <br />full spectrum of colors very slowly. <br />Ms. Nerland advised that the Code states that "No sign shall have blinking, flashing, or <br />fluttering lights or any other illuminating device which has a changing light intensity, <br />brightness, or color." Staff's position is that if the Commission believed that fiber optics <br />did not violate those requirements, direction would be necessazy when similar <br />applications are considered. <br />In response to Commissioner Arkin's inquiry about the frequency of color changes <br />George Karpaty, project architect, noted that it would take half an hour for the colors to <br />cycle through the spectrum. He noted that it was not intended to be an attention grabber <br />and that it would be very subtle. <br />In response to an inquiry by Commissioner Fox whether the color changes would distract <br />drivers on Stoneridge Drive, Mr. Karpaty assured her they would not.
