Mr. Stoklosa noted that a model normally cost $12,000. <br />Chairperson Roberts expressed some concern about the size of the building being <br />doubled. Mr. Stoklosa replied that was a business decision by his client. He believed it <br />would also better suit the Spanish-style building. <br />Commissioner Maas requested a peer review of this design. <br />Commissioner Fox noted that this design looked similaz to that at 325 Ray Street, <br />especially the second floor, especially the right-side elevation featuring the long row of <br />windows. She requested that it be made less similar. <br />In response to Commissioner Sullivan's request, Mr. Stoklosa agreed to produce an <br />illustration showing the isometric view from two perspectives. He noted that he could <br />make a simple model that showed massing. <br />Mr. Stoklosa noted that the list he received from staff was generally acceptable, but he <br />believed that adding balcony treatments to the window would render the building very <br />busy. He noted that the balconies would be added above the front and back entrances. <br />He believed that the size of the window treatment should not be made smaller, which <br />would be too busy. He believed the windows and arches should remain lazger to remain <br />in proportion to the size of the building. The curved wall would use heavy wood <br />windows and doors, which would match the style of the building as well as add mass and <br />presence. He displayed the elevations for the Commission. <br />Robert Byrd, St. Mary's Street, noted that he submitted a letter to the Commission and <br />added that he liked the proposed design. He noted that the public pazking lot was created <br />as part of the Parking Assessment District. He did not see the point of in-lieu parking <br />fees if the extra cars would use the public parking lot anyway. He hoped that the <br />Commission would consider vitality issues in addition to design issues. <br />Commissioner Sullivan noted that this workshop was meant to address design issues and <br />that the other issues would be further explored before the formal hearing. <br />A discussion of in-lieu parking fees ensued. <br />THE PUBLIC HEARING WAS CLOSED. <br />Chairperson Roberts noted that there was not much room in the front for public art and <br />believed that a mosaic bench and trees would be a suitable amenity. <br />Commissioner Arkin noted that he would like to see a more detailed model, showing the <br />massing, in order to make a better judgment about the azchitecture. <br />Commissioner Maas would like to see Larry Cannon perform the peer review. <br />PLANNING COMMISSION MINUTES, October 13, 2004 Page 11 of 15 <br />
