- Ms. Kline summazized the staff report. She noted that the previous design was for a <br />single story and that the revised design was for atwo-story building. The applicant <br />sought feedback from the Commission on the new design's appropriateness for <br />Downtown. She described the revised floor plan and noted that the building would result <br />in a 110-percent floor area ratio (FAR); a 300-percent FAR is allowed in the Central <br />Commercial District. If the building exceeds 80 percent of the lot area, which it does, <br />additional off-street parking is required. Because the project is in an assessment district, <br />the applicant must pay for an additional six parking places; the applicant has opted for an <br />in-lieu parking agreement. <br />Ms. Kline described the azchitectural and design features. She noted that a letter from <br />Robert Byrd had been received, discussing parking; and a phone call was received from <br />Chris Beratlis, stating his support for the project. <br />In response to an inquiry by Commissioner Maas, Ms. Kline confirmed that the lot <br />behind the building was a municipal lot but did not count toward his requirement to pay <br />for additional parking spaces. <br />THE PUBLIC HEARING WAS OPENED. <br />Mark Stoklosa, project architect, noted that he would be available to answer questions <br />and noted that he brought some exhibits. <br />Chairperson Roberts noted that the footprint of the building was the same and inquired <br />about the changes. <br />Mr. Stoklosa noted that the first floor was almost identical. A pilaster wall was added to <br />continue to the second floor, and two wings were added on the other side, creating a large <br />bay window. <br />Commissioner Fox noted that the building looked more massive than the existing <br />building. <br />In response to an inquiry by Commissioner Maas whether the terra cotta referred to the <br />color or the material, Mr. Stoklosa replied that it referred to the material so that a more <br />Mediterranean style could be achieved. He assured the Commission that the tiling would <br />be compatible with the building. <br />In response to an inquiry by Commissioner Maas regarding public art, Mr. Stoklosa noted <br />that they planned to propose a feature that would attract pedestrians to sit in the plaza <br />with planters and benches.
