_ Schedule for Planning Commission meetings in November and December, 2004. <br />Chairperson Roberts advised that the second meeting in November has always been the night <br />before Thanksgiving and noted that it has always been cancelled. She noted that a General Plan <br />meeting may be scheduled. <br />Commissioner Sullivan advised that all traffic analysis had been postponed until after the <br />election. <br />Commissioner Maas advised that with respect to the joint City Council-Planning Commission <br />meeting for traffic and circulation, she would have been displeased if she had cancelled family <br />plans to attend it, only to find out later that it had been cancelled. <br />Commissioner Sullivan requested an update from staff to clarify the schedule for the joint <br />meeting. <br />c. Actions of the City Council <br />Chairperson Roberts advised that the City website features links with updates on the motions and <br />City Council actions. <br />In response to an inquiry by Commissioner Maas, Mr. Iserson advised that the Planning <br />_ Commission's decision on the Chatelaine application was upheld on appeal. He added that the <br />Wal-Mart decision was overturned, to agree with the Planning Commission's decision. He noted <br />that the Bernal Corners matter was split, retaining some conditions and not others. <br />Commissioner Fox advised that the operating hours were not changed and that logs were not <br />required to be kept. The sound wall would be replaced by a six-foot high wood fence by the <br />drive-through and aneight-foot fence by the carwash for sound attenuation. The Council also <br />made different findings on the carwash, and the definition of the conditional use permit was <br />changed to say that the sound was measured from the east property line, as opposed to the whole <br />property line. <br />d. Actions of the Zoning Administrator <br />There were none. <br />9. COMMUNICATIONS <br />Chairperson Roberts thanked Ms. Nerland for her letter to the Governor. Ms. Nerland advised <br />that the Legislature had approved the bill, which came as a surprise to staff. She spoke with <br />Chairperson Roberts and Mr. Iserson regarding sending the letter before the next meeting of the <br />Planning Commission because of the time-sensitive nature of the issue.
