- 10. REFERRALS <br />There were none. <br />11. MATTERS FOR COMMISSION'S INFORMATION <br />Ms. Nerland advised that there had been questions at the last meeting regarding allowing public <br />comment after a motion. She noted that the Commissioners' Handbook addressed that issue and <br />that the advice was identical to that contained in the City Council's Handbook on its procedures. <br />She advised that the public hearing may not be opened if one Commissioner objects, which <br />addressed the concern that the procedure may be used to stall. <br />Ms. Nerland advised that with respect to the number of votes needed, there were certain <br />situations when the City Council must have three affirmative votes, such as ordinances and <br />certain other resolutions. All Commission actions are resolutions, even when the vote <br />recommends an ordinance at the Council level. In that case, a majority of Commissioners <br />present would be required to take action, if a quorum were present. <br />12.
