The applicant was asked to submit the approved plans and the newly proposed plans, and the
changes were clearly detailed on the color elevations. Mr. Iserson believed that the changes
were acceptable and attractive from a design point of view. He suggested that the Commission
find the changes to be in substantial conformance with the approved plans, and staff could then
sign off the building permit plans.
In response to an inquiry by Commissioner Sullivan, Mr. Iserson confirmed that James Paxson
and the Hacienda Business Park Association had seen and approved the design changes.
In response to Commissioner Fox's inquiry about the screen wall, Mr. Douglas Dahlin replied
that they wished to dress up the side of the building facing the street by using a decorative metal
screen wall approximately six inches in front of the mechanical vents. He confirmed that the
landscaping would be in place as described in the staff report. He noted that they intended the
winter gazden to be part of a passive air-flow cooling system, but did not believe they could
engineer that quickly. He believed that they would be able to add that element in the future. He
noted that they intended to make the building much more street-friendly than it is at present.
Commissioner Sullivan inquired how the LEED score would be affected if the passive
ventilation system were to be eliminated. Mr. Dahlin advised that the mechanical ventilation
systems were equipped with economizer, which would provide a passive cooling approach to the
building. He noted that there were too many complications in the back of the building to deal
with the passive ventilation system.
Commissioner Maas noted that she did not object to the revisions but would like to keep the
other elements in the books so they may be revisited in the future.
Commissioner Fox noted that the removal of hedge portal on the south elevation did not provide
the symmetry that the South Owens Drive elevation did, in which the hedge was located on the
left and right sides.
Commissioner Maas noted that some extra trees would be beneficial.
Mr. Dahlin advised that they would be able to add trees to balance the landscaping.
In response to an inquiry by Chairperson Roberts, Mr. Dahlin confirmed that the metal sunshades
on the south and west sides would be retained.
Mr. Dahlin noted that they were committed to the original reasons for purchasing this building,
particularly its proximity to BART.
b. Future Planning Calendar
Chairperson Roberts advised that she liked the new arrangement of the Future Planning
Calendaz.
PLANNING COMMISSION MINUTES September 8, 2004 Page 12 of 14
