Commission Arkin inquired if a rental service could be made available on-site for people who
would like to try the sport before investing in all the needed equipment. Mr. Fulford responded
that he had not heard of this but agreed that was a great idea. Commission Arkin requested that
staff look into this service for possibly one Saturday a month.
In response to Commissioner Fox's question regazding if the riders will ride back to the start of
the track, Mr. Fulford answered there would be a definite path going back to the start. He stated
that there would be signs on the bike path and farther west on Stanley Boulevard in the current
Stanley Boulevard bike lane, warning bicyclist of existing cars and bikes.
Commissioner Fox inquired if the signs in the park would have the emergency phone number to
East Bay Regional Pazk District Police. Mr. Fulford answered that they would not. He
explained that because the City leased the land, the park would be under the jurisdiction of the
Pleasanton Police Department.
Ms. Nerland advised that East Bay Regional Park did not want to police the park and that the
Pleasanton Police Department would be the first respondent.
Commissioner Fox inquired if a neighbor should call police if a motorized skateboard or scooter
was on the track. Mr. Fulford advised a call to the Pleasanton Police would be in order.
THE PUBLIC HEARING WAS OPENED.
Cindy McGovern, 9206 Longview Drive, stated that the park had been in the Youth Master Plan
and a goal of the Youth Master Plan Implementation Committee. She noted that the children
were very excited about this park and hoped the commission would vote for approval. She
mentioned that the bicycle shops in Pleasanton might be interested in providing a demonstration
day to get more children interested in the sport.
THE PUBLIC HEARING WAS CLOSED.
Commissioner Arkin moved to make the required conditional use findings as listed in the
staff report and to approve PCUP-117/PDR-390 as conditioned in the staff report, with the
additional conditions that (1) the proposed landscaping of a portion of the Stanley
Boulevard median along the project frontage be included in the project scope and be
installed to the greatest extent feasible as funding for the project permits; (2) the City
explore the possibility of offering equipment rentals one day a month to individuals
desiring to try out the BMX park.
Ms. Nerland clarified that the second condition would be a direction to staff and not a condition
of approval.
Commissioner Maas seconded the motion, without the second condition.
PLANNING COMMISSION MINUTES August 11, 2004 Page 4 of 11
