Mr. Fulford explained that the track would be a series of bumps and jumps, approximately <br />900 feet long and 30 feet wide. He also mentioned a separate area called the double jump area <br />which would be used for larger jumps but not at the same time as the other track area. <br />Mr. Fulford stated that the project would include landscaping similar to what is farther down on <br />Stanley Boulevard to include flowering locust trees, pine trees, and other vazious trees. <br />In response to an inquiry from Commissioner Arkin regarding how the riders would get back to <br />the start of the track, Mr. Fulford explained that BMX tracks aze not a closed loop; they have a <br />definite start point and a definite end. He explained that the riders could ride or walk their bikes <br />back to the start on a section of the track made for that purpose. <br />Commissioner Arkin inquired about the landscape plan for the median. Mr. Fulford explained <br />that the City would landscape the median, if possible; however the median sits on the old County <br />road and could be on top of layers of asphalt, making the cost to landscape very expensive. <br />Commissioner Maas suggested planters be built on top of the median with a drainage system. <br />Commissioner Arkin strongly suggested that some type of landscaping in the median be included <br />in the project scope. <br />Commissioner Roberts discussed a signing program to educate bicycle riders on how to get to <br />the park, especially from Valley Avenue where the sidewalk had not been finished. Mr. Fulford <br />agreed with Chairperson Roberts. <br />In response to an inquiry by Commissioner Kameny regarding public notification to the <br />neighborhood, Mr. Fulford answered that approximately fifteen people showed up for a meeting <br />and many of their comments were implemented into the plan. <br />Commissioner Kameny inquired if the only noted opposition was noise due to mistaking <br />motorcycles rather than bicycles at the park. Mr. Fulford replied that was true and that there <br />would be no noise from the bicycles. <br />In response to an inquiry by Chairperson Roberts regazding the two people who would be in <br />charge of the park, Mr. Fulford commented that Shane Huntoon would be one of the consultants <br />to design the track. Mr. Fulford stated that Mr. Huntoon has built other tracks and is very in <br />touch with the sport. Mr. Fulford explained that there would be one other consultant, but that <br />person has not been established. Mr. Fulford mentioned that these consultants are not paid. <br />Commissioner Sullivan asked what changes could be made to the track. Mr. Fulford commented <br />that the track could be changed in the future and that all changes would be made through <br />Mr. Huntoon. Mr. Fulford added that there would be two steel contractor lock boxes containing <br />tools necessazy to work on the track; Mr. Huntoon and the other consultant would have keys to <br />these boxes. <br />PLANNING COMMISSION MINUTES August 11, 2004 Page 3 of 11 <br />
