Zoning for the property is "P" (Public and
Institutional) District.
Heidi Kline summarized the staff report, noting that the park is for bicycle motocross not
motorcycle motocross. She explained that the proposal had been fine tuned through meetings
with the Planning Commission, the community, the Youth Master Plan Implementation
Committee, and the Parks and Recreation Commission. She added that construction is scheduled
to begin in August or September of this year. Ms. Kline noted that the last step would be for the
City Council to approve the lease agreement with the East Bay Regional Park District.
Ms. Kline introduced Mike Fulford, City Landscape Architect. Mr. Fulford described the project
and the layout of the park. He stated that this would not be a competition park but a park where
amateurs could practice their skills. He mentioned that there would be adequate water for the
facility that would help with dust control. He noted the existing curb-cut would be used for the
entrance to the parking lot that would hold between 16 to 24 cars.
Mr. Fulford added that the facilities at the park would include restrooms, pay phones, kiosk,
water fountain, and hand washing sink. The entire facility would be fenced but would be open at
all times unless an emergency required the gate to be locked.
PLANNING COMMISSION MINUTES August 11, 2004 Page 2 of 11
