3. <br />NOT ALREADY ON THE AGENDA. <br />Vanessa Kawaihau, 871 Sycamore, advised that at the previous night's General Plan <br />Update meeting that she attended, the direction given to staff on how to proceed with the <br />Greenbriar development density change for their area seemed to contradict the decision <br />made by the City Council at the Joint City Council-Planning Commission meeting on <br />June 29, 2004. She noted that Item C, "Processing Applications That Need General Plan <br />Amendments," which was moved by Mayor Pico and passed unanimously, directed staff <br />to discourage applications for General Plan Amendments for proposed projects parallel <br />to, or in advance of, the final adoption of the General Plan Update. She noted that she <br />was confused by the action taken that night and added that because the public comment <br />period had been closed, she could not ask any questions. She requested that <br />Mr. Rasmussen clear that matter up before the minutes were prepared. <br />Chairperson Roberts did not recall any discussion of parallel action at that time. <br />Ms. Kawaihau wished to clarify that Greenbriar representatives met with the Alisal <br />Improvement Club Board but that they had not met with the community members. She <br />noted that neither Greenbriaz nor the Alisal Improvement Club Boazd had contacted any <br />of the property owners adjacent to the project area or of properties that would be <br />_ impacted by the proposed location of the Bypass Road. She noted that she had set a <br />meeting up before the 4s' of July and that it had been cancelled late on Friday afternoon. <br />She noted that a neighbor had to hand-deliver 100 postponement notices and expressed <br />concern that there had been no goodwill gesture to work with the community. <br />Chairperson Roberts advised that they had not taken any action. <br />Kevin Close, 871 Sycamore, advised that the Bypass Road was an integral part of the <br />Happy Valley Specific Plan and that the accompanying EIR addressed the traffic <br />concerns, the number of cars that the golf course would generate, noise, and the quality of <br />life in the community. Before the golf course began construction, there were <br />approximately 100 trips per day at the Happy Valley Road and Alisal Street intersection. <br />Upon opening of the golf course, it was estimated that there would be 1,500 cars at that <br />intersection until the Bypass Road was opened. He believed that would greatly affect the <br />quality of life and chazacter in the neighborhood. <br />4. REVISIONS AND OMISSIONS TO THE AGENDA <br />Mr. Iserson advised that Item 6.a., PCUP-61, Bernal Partners. LLC/City of Pleasanton, <br />would be continued to the July 28, 2004 meeting. In response to an inquiry by <br />Commissioner Kameny regazding the reason for the repeated continuances, Mr. Iserson <br />advised that the applicant has had trouble retaining a noise consultant to finish the noise <br />analysis on time. <br />PLANNING COMMISSION MINUTES July 14, 2004 Page 2 of 24 <br />
