No action was taken. <br />d. Vesting Tentative Subdivision Map 5904, Chris Beratlis <br />Application for a vesting tentative subdivision map to subdivide an 8.9-acre site <br />into 15 single-family lots (14 new single-family homes plus one existing <br />single-family home) and six remainder parcels. The property is located at <br />10 Beratlis Place and is zoned PUD-LDR (Planned Unit Development -Low <br />Density Residential) District. <br />Mr. Iserson presented the staff report and described the proposed project. He noted that <br />the application for this tentative map was in compliance with the PUD for the site. The <br />development plan was approved by the Council in 1992, without an expiration date. He <br />noted that the fees would go toward traffic improvements in the area and added that the <br />project would pay all City fees, including park dedication, traffic mitigation, and <br />inclusionary housing. <br />Staff had concluded that the project was in conformance with the PUD development plan <br />with one exception. At the request of the Fire Department, the cul-de-sac bulb on <br />Beratlis Place has been increased from a 90-foot radius to a 100-foot radius. He noted <br />that the remainder parcels were to be deeded to the adjoining property owners. He noted <br />that the site was an infill site surrounded by other properties which had similaz substantial <br />grading and mainly flat-pad grading. It was determined that this property should be <br />treated in a similaz fashion. He noted that a condition was added to require future lot <br />owners to design their homes with the green points building system. Staff believed that <br />the subdivision was consistent with the approved development plan and current General <br />Plan, and recommended that the Planning Commission approve the maps, subject to the <br />conditions in the staff report and amended by the findings, conditions, and <br />recommendations of the memo dated June 9, 2004. <br />In response to an inquiry by Commissioner Fox, Commissioner Kameny confirmed that <br />Vintage Hills Park was three-tenths of a mile away from the site and that another park at <br />Tawny Drive and Bernal Avenue was seven-tenths of a mile from the site. He noted that <br />both pazks had barbeque and children's facilities and added that the park at Tawny Drive <br />had two big basketball courts. <br />Commissioner Sullivan asked if the off-haul of 100 truckloads of soil was anticipated in <br />1992 and Chairperson Roberts questioned if al] of the grading would be completed at the <br />same time. Mr. Iserson responded that the proposed grading was consistent and that it <br />would be completed with the retaining walls For all of the lots at the same time by the <br />developer. <br />In response to an inquiry by Chairperson Roberts, Mr. Iserson confirmed that the <br />inclusionary zoning requirements did not apply to this project; that the applicants would <br />be required to pay the low-income housing fees. <br />THE PUBLIC HEARING WAS OPENED. <br />PLANNING COMMISSION MINUTES June 9, 2004 Page 8 of 19 <br />
