Mr. Iserson advised that the Specific Plan and the Downtown Design Guidelines had <br />specific discussions about parking structures in the Downtown and how they should be <br />treated architecturally. <br />Chairperson Roberts noted that she favored the rounded buildings and the design with the <br />breezeway. <br />THE PUBLIC HEARING WAS OPENED. <br />There were no speakers. <br />THE PUBLIC HEARING WAS CLOSED. <br />Mr. Bocian advised that the intent is to develop two full plans to be defined through the <br />workshop process. <br />Commissioner Kameny liked the concept of having City Hall facing Main Street as <br />illustrated in Options 11 and 12. He also liked an attractively designed pazking structure. <br />Chairperson Roberts noted that she liked designs 11 and 12. <br />Commissioner Sullivan noted that he also liked designs 11 and 12. <br />Commissioner Fox expressed concern about the state of California's budget as well as the <br />amount of public money required to open facilities in the Bernal Property once the design <br />competition has concluded. She would favor the most cost-effective concept and did not <br />want to spend a huge amount of money on City Hall. She also did not want to use the <br />San Francisco property just for surface parking. <br />Commissioner Maas liked the creative ideas on the parking structure, and suggested a <br />community center on the San Francisco property. <br />Commissioner Kameny concurred with Commissioner Fox's budgetary concerns but <br />noted that there were different ways to finance public buildings. He noted that the cities <br />of Concord, Pittsburg, and Antioch had attractive public buildings that were not <br />excessively expensive. <br />Commissioner Sullivan believed that Options 11 and 12 met this criterion but would like <br />to see all pazking off Main Street regardless of which option is chosen. Pedestrian access <br />was important. He suggested placing the round building with the Council Chambers in <br />Centennial Pazk. <br />Commissioner Fox wished to ensure that atwo-story structure would not be <br />overpowering in the Downtown.
