_ In response to an inquiry by Commissioner Kameny regazding the San Francisco property <br />in Options 10, 11 and 12, Mr. Bocian replied that the City would most likely look for an <br />alternative use for that site. <br />Chairperson Roberts believed that in that case, a community center or parking could be <br />located at that site. <br />In response to an inquiry by Commissioner Sullivan, Mr. Bocian replied that there had <br />been some discussion of realigning Main Street during the Downtown Specific Plan <br />process. It was decided that Main Street would not be adjusted during this process. <br />In response to an inquiry by Commissioner Kameny, Mr. Iserson confirmed that there <br />would be a traffic signal at Main Street and Bernal Avenue in the future. <br />In response to an inquiry by Commissioner Sullivan, Mr. Bocian noted that they did not <br />have a schedule with respect to beginning to build. If the Council selected a Master Site <br />Plan, it would have the option of authorizing architect services to design the site and the <br />buildings; he estimated that would be a two-yeaz process. City Council has maintained a <br />reserve in the Capital Improvement Program to offset the cost of this project; however, <br />the reserve would not be sufficient in terms of the total cost of the project. Council has <br />not yet approved a site plan; nor have they authorized City staff to move forwazd with <br />architectural drawings of any specific building. He anticipated that that decision would <br />take place this summer. <br />In response to an inquiry by Commissioner Kameny, Mr. Bocian estimated that the <br />reserve contained between $5.5-6 million. <br />In response to an inquiry by Commissioner Kameny, Mr. Bocian confirmed that a bond <br />issue could be floated for those improvements. <br />In response to an inquiry by Commissioner Fox regarding the teen center, Mr. Bocian <br />replied that they were examining consultant proposals to do a feasibility study for a <br />teen/youth center. He noted that would be presented to the City Council shortly and that <br />the study would start in August, 2004. He believed that some analysis would take place <br />to address whether ateen/youth center could be incorporated with the expansion of the <br />library. <br />In response to an inquiry by Commissioner Maas regarding an additional satellite site for <br />the library in another part of the City, Mr. Bocian replied that it had been considered but <br />that the needs analysis to be approved by the Council would deal with expanding the <br />existing library. <br />In response to an inquiry by Commissioner Sullivan, Mr. Bocian noted that after <br />considerable discussion, underground parking for the library had not been included in the <br />site plans presented. <br />PLANNING COMMISSION MINUTES June 9, 2004 Page 6 of 19 <br />
