Civic Center Master Plan Workshop <br />Preliminary Review of the Civic Center Design Concepts Related to the Civic <br />Center Master Site Plan Project. <br />Steve Bocian advised that it was staff's goal to develop two site plan alternatives more <br />fully to present to the Planning Commission and ultimately to the City Council at a future <br />date. He presented a slide show which described the background of the project as well as <br />the goals and objectives of the project. He noted that City Council had authorized City <br />staff to look at a library needs assessment study with that consulting contract to be <br />brought before the Council at its next meeting. A landscaping and circulation plan would <br />be developed, and existing buildings would be retained where possible. <br />Mr. Bocian noted that staff viewed the PDA as being very important in the public hearing <br />process and that the Civic Center was an important component of the overall Downtown <br />area. He noted that the first priority for the PDA was to remove the modular buildings to <br />create an attractive gateway, and that an office building on Main Street was supported, <br />consistent with the Downtown Specific Plan. City Council had suggested that the <br />gateway improvements on Main Street be emphasized and that staff develop a phasing <br />plan, assuming that there would not be sufficient funds to renovate the Civic Center site <br />at one time. The Council also wanted to see alternative site concepts and recommended <br />that no public or police parking be allowed on Main Street and Bernal Avenue and that <br />the pedestrian orientation be retained. In addition, they wished to plan without an arts <br />facility on the site. <br />Mr. Bocian noted that they intended to consolidate space, as opposed to creating more <br />space. They did not plan to include any additional places for police buildings, although <br />police parking would be expanded. He displayed the parking options for the site. He <br />noted that one of the goals of the project was to create a positive gateway to Downtown <br />Pleasanton. Staff was concerned about being able to accommodate all of the parking, <br />especially if the City did not immediately acquire the San Francisco property.
