- Commissioner Maas moved to recommend approval of PUD-34 as conditioned in <br />the staff report, including all conditions of the old staff report and a finding that <br />there were no changes to the environmental circumstances and impacts From the <br />time that the Environmental Impact Report was certified that would affect the <br />environmental document. <br />Commissioner Arkin seconded the motion. <br />ROLL CALL VOTE <br />AYES: Commissioners Arkin, Fox, Kameny, Maas, and Roberts. <br />NOES: None. <br />ABSTAIN: None. <br />ABSENT: Commissioner Sullivan. <br />Resolution No. PC-2004-35 was entered and adopted as motioned. <br />The Planning Commission recessed for a break at 8:20 p.m. <br />Chairperson Roberts reconvened the meeting at 8:30 p.m. <br />e. City of Pleasanton, Downtown Desiann Guidelines <br />Consideration of new Design Guidelines for the Commercial and Residential <br />__ portions of Downtown Pleasanton, the area generally bounded by the Arroyo del <br />Valle and the Union Pacific Railroad Corridor to the north, Third Street to the <br />east, Bernal Avenue to the south, and Pleasanton and Rose Avenues to the west. <br />Mr. Iserson presented the staff report. He noted that the latest guidelines had been <br />prepared in the mid-1980's and had become outdated. Staff wished to develop guidelines <br />that were better illustrated and reflected the direction the City has taken with its recent <br />approvals of new and remodeled buildings in the downtown area. The guidelines would <br />reflect more specific standards for building signs and other improvements. He noted that <br />many meetings and public workshops had been held in developing the recommendations <br />and guidelines. <br />Staff believed that the guidelines were thorough, attractively presented, and reflective of <br />the direction taken by the City in the design review process in recent years. The Planning <br />Commission would have considerable discretion on individual applications for design <br />review. He noted that an e-mail was received from George Dunder, who owns a building <br />on First Street, expressing his concern about the transition azea on the west side of First <br />Street. Mr. Dunder suggested that the discussion of the treatment of buildings on First <br />Street, which addressed the lack of setback requirements for retail buildings, include <br />mixed-use buildings with retail on the ground floor and offices on the second floor. <br />Mr. Iserson agreed with that idea and suggested that the Commission make that change to <br />the document at this hearing. <br />PLANNING COMMISSION MINUTES May 26, 2004 Page 9 of 15 <br />
