- d. PUD-34, Tom and Tracy Miller <br />Application for Planned Unit Development (PUD) development plan approval to <br />subdivide a 1.9-acre parcel into two new single-family custom home lots. The property is <br />located at 2562 Vineyard Avenue (Vineyard Avenue Corridor Specific Plan Lot 11) and <br />is zoned PUD-LDR (Planned Unit Development -Low Density Residential) District. <br />Mr. Iserson presented the staff report and noted that the PUD had been previously <br />approved by the City Council in August, 2001. He described the history of the project <br />and the issues related to the adjacent Mazdel property, which had since been resolved. <br />He note that the original PUD approval had expired. He noted that Mazdel planned to <br />record its final map in June which would allow this project to proceed. Staff reviewed <br />the development plan and found no changes that involved the Specific Plan or any <br />ordinances that would affect it. Staff suggested two new conditions of approval, which <br />dealt with the date on the plans and to encourage the applicant to achieve 50 points on the <br />green building rating system. Staff recommended approval of this item based on the <br />original conditions of the staff report, and the amendment to Conditions 1 and 8. <br />In response to an inquiry by Commissioner Fox, Mr. Iserson confirmed that landscaping <br />would be placed along the wall to reduce its stark appearance. <br />THE PUBLIC HEARING WAS OPENED. <br />Tom Miller, applicant, 2880 Olivia Court, noted that the photo montage did not include <br />landscaping against the wall, but added that the landscaping plan included the foliage to <br />be planted. <br />Commissioner Fox noted that it appeared that landscaping would not be planted on the <br />side. <br />Mr. Miller advised that area was not on their property line and that it belonged to the <br />pazk. <br />Chairperson Roberts advised that the Emergency Vehicle Access (EVA) could not be <br />landscaped. <br />Commissioner Fox noted that she was referring to the wedge of land adjacent to the <br />EVA. <br />Mr. Miller advised that there would be ground cover in that azea. <br />THE PUBLIC HEARING WAS CLOSED. <br />PLANNING COMMISSION MINUTES May 26, 2004 Page 8 of 15 <br />
