b. PDR-371, Conereeation Beth Emek <br />Application for design review approval to allow the removal of two trellises from <br />the approved site development plans for a synagogue and school located at <br />3400 Nevada Court. Zoning for the property is PUD-C (Planned Unit <br />Development-Commercial) District. <br />Mr. Iserson summarized the staff report and described the background and scope of the <br />proposed project. He noted that the trellises had been peer reviewed by Lazry Cannon <br />with the original project review, and the applicant agreed to incorporate his <br />recommendations into the project. However, since that time, the applicant proposed to <br />delete two of the trellises for financial reasons. One trellis would be retained which <br />would be most visible from the public streets. The two to be deleted would not be <br />visible. Staff recommended approval of this project as conditioned in the staff report. <br />A discussion of the trellis design and layout ensued. <br />THE PUBLIC HEARING WAS OPEN. <br />Bob Russman, representing the applicant, 2459 Via de los Milagros, displayed the site <br />plan on the overhead display and noted that the back two trellises could be seen only <br />from the back pazking lot and the residents of the mobile home park across the arroyo. <br />He noted that they were below the roofline of the L-shaped building. He noted that they <br />_ had incurred significant and unexpected increases in their expenses and added that they <br />found it necessary to decrease their costs while not delaying the project. They had <br />reluctantly requested that Planning staff allow them to remove two trellis fixtures, which <br />cost approximately $35,000. They agreed to build a section of trellis visible from the <br />street, and he noted that the one visible section of trellis could stand on its own. They <br />requested that Planning allow them to forego the back portions of the decorative trellis <br />and noted that it would be difficult to justify to the congregation why they cut so much of <br />the building interior, including most of the furniture, and built a lazge decorative trellis in <br />the back parking lot. He believed that they would be able to open at the end of June or <br />the beginning of July. <br />THE PUBLIC HEARING WAS CLOSED. <br />Chairperson Roberts complimented the applicant on the progress and appearance of the <br />building. <br />Commissioner Kameny moved to approve PDR-371 as conditioned in the staff <br />report. <br />Commissioner Fox seconded the motion. <br />PLANNING COMMISSION MINUTES May 26, 2004 Page 5 of 15 <br />
