PCUP-108, US Gymsnorts <br />Application for conditional use permit approval to operate an indoor gymnastics <br />and cheerleading training facility within an existing industrial building located at <br />1056 Serpentine Lane. Zoning for the property is PUD-I (Planned Unit <br />Development -Industrial) District. <br />Mr. Iserson presented the staff report and described the use and layout of the project. He <br />noted that 44 pazking spaces existed on-site as well as two loading docks that would not <br />be used. An additional four pazking spaces would be added in that azea. The building <br />previously housed similar recreation facilities, and staff was not aware of any major <br />issues associated with those previous uses or with the current use, which has been in <br />operation for some time. All of the activities would be located indoors, and US <br />GymSports would be the sole tenant. Staff believed that there would be no adverse <br />impacts on neighboring businesses and added that the closest residential neighborhood <br />was located approximately 300 feet away; he noted that the neighborhood was protected <br />by sound walls. <br />Staff wished to ensure that there were sufficient parking spaces on-site. Staff noted that <br />parents of the team athletes were not allowed to stay and observe the practices, which <br />would relieve the parking situation. Carpooling was also strongly encouraged by the <br />applicant. Staff believed that there would be sufficient parking on-site to handle the <br />maximum possible number of students, staff, and parents. He noted that if the applicant <br />held any special events, they must provide the Planning Department with details on <br />pazking, hours of operation, and other arrangements required to accommodate the <br />visitors. Staff recommended approval of this item subject to the conditions listed in the <br />staff report and the supplemental staff memo. <br />Commissioner Kameny noted that the business had been operated for seven months <br />without complaints from the neighbors and was surprised to find that 12 conditions were <br />required of the applicant. <br />In response to an inquiry by Commissioner Fox concerning the safety of small children, <br />Mr. Iserson noted that the Commission could require that the exterior doors be locked for <br />the smaller children's safety, as long as they could be opened from the inside.
