Plannine Commission Discussion and Public Innut Re¢ardine Hieb Density Housine <br />Sites <br />Brian Swifr, Planning Director, briefly summarized the Housing Commission's <br />recommendations, noting that the Commission was asked to address issues with respect to the <br />housing cap, types and densities of housing as the City builds out, and priorities by location. He <br />"' indicated that the Commission did not take any position with respect to the housing cap, stating <br />that the issue should be addressed by others. He added that it took a position, however, with <br />respect to affordable housing, supporting a policy to direct most of the newly designated high <br />density residential land for rental apartment housing as opposed to for-sale housing, but without <br />ruling out the potential for having sites for for-sale affordable attached housing rather than <br />single-family detached units. <br />Mr. Swift stated that the Housing Commission supported a zoning designation change for the <br />Vintage Hills Shopping Center site to high density residential and recommended that the <br />Planning Commission and City Council follow an expedited process parallel to the General Plan <br />Update process in order to complete the project by the 2006 Housing Element deadline. <br />Mr. Swift continued that the Commission likewise supported high density residential for <br />Hacienda Park, but only if other services such as schools, pazks, and other infrastructure can be <br />accommodated in the azea as well. He added that the Commission did not find the East Side and <br />other infill azeas worthy of General Plan review because of the time it would take to build on the <br />site or because of their inappropriateness for high density residential units; and it deferred any <br />recommendation on the South Bay site on the Bernal Property until a determination on the <br />housing cap is made. <br />Mr. Swift then proposed that the Planning Commission preliminarily review and narrow down <br />the high density residential sites to those areas which it would ultimately want to consider in <br />relation to traffic, infrastructure, and other related issues.
