He also recommended that the <br />Commission make a determination on whether or not to support an expedited, parallel processing <br />for the development of the Vintage Hills Shopping Center, which could potentially mean that the <br />General Plan amendment for the site would be approved prior to the adoption of the overall <br />General Plan Update. He stated that this would comply partially with the Housing Element's <br />direction to look at potentially identifying new high density residential sites, and should there be <br />a consensus among the Housing Commission, Platming Commission, and City Council regarding <br />sites that are highly likely to be changed in the overall General Plan Update review process, then <br />it would make sense to follow an expedited parallel process for those areas where other General <br />Plan policies aze not implicated by that decision. He noted that this would categorically rule out <br />those sites in Hacienda Park and most of the other azeas where traffic issues would require <br />modification if high density residential housing were added to the existing land use areas. <br />Chairperson Roberts inquired what is "expedited process" means and if it would eliminate any <br />kind of public hearing in the process. <br />Mr. Swift explained that it really means a parallel process which would be the nonnal review <br />process any stand-alone project would undergo, without eliminating any public hearing in the <br />process, as opposed to its being held up until the overall General Plan is adopted. <br />Commissioner Fox inquired if the four-acre site off of Santa Rita Road was still on the list for <br />high-density residential housing. <br />Mr. Swift replied that the site has been purchased by an auto dealer who is proposing an auto <br />sales use for the site. <br />THE PUBLIC HEARING WAS OPENED. <br />Joe Jones, 3625 Touriga Drive, Chair of the Housing Commission, stated that the Vintage Hills <br />Shopping Center was a good site to meet the Housing Element requirement and for amixed-use <br />residential-commercial project. He added that it was the best plan the Housing Commission has <br />seen that meets the needs of the neighborhood with the amenities it provides. He encouraged the <br />Commission to move forward with rezoning the site and approving the proposed plan. <br />Commissioner Arkin commented that he would prefer to rezone other azeas which would be less <br />confrontational with the neighbors. <br />Commissioner Maas asked Mr. Jones why the Housing Commission did not consider the Kaiser <br />and DSRSD sites as suitable for high-density residential housing sites. <br />Mr. Jones replied that there were a lot of unknowns regazding the sites in terms of what could be <br />built there, as opposed to the Vintage Hills site which was ready to go. <br />Pat Belding, 7703 Highland Oaks Drive, representing Citizens for a Caring Community, <br />indicated her organization's support for the Housing Commission's recommendation for the <br />Vintage Hills azea as well as for Hacienda Park to meet the fair-share housing need and the needs <br />PLANNING COMMISSION GENERAL PLAN UPDATE MINUTES, 5/19/2004 Page 3 of 8 <br />
