He believed that the relatively light use of that room would <br />not be an issue to the neighbors. <br />In response to an inquiry by Chairperson Roberts, Mr. Iserson confirmed that House B <br />had one door to the outside from the kitchen. <br />THE PUBLIC HEARING WAS OPENED. <br />Mark Stoklosa, Project Architect, 480 St. John Street, Suite 220, agreed with staff's <br />findings and stated that only possible view from the loft was through the window in the <br />back. He noted that the loft was 10-12 feet away from the dormer glass and that it was <br />impossible to look into the neighbor's yard. He noted that the glass was installed to let <br />light into the kitchen and to beautify the house. <br />Regis Lachance, applicant, 4512 Siena Wood Lane, noted that he created the basement <br />for storage to encourage garage use for car pazking. <br />THE PUBLIC HEARING WAS CLOSED. <br />Commissioner Sullivan agreed with staff s position on the amenities and believed that a <br />1,200-square-foot house in the Downtown azea was a positive addition. He supported the <br />green building elements and liked the project overall. He also liked the single driveway. <br />Chairperson Roberts noted that she liked the porch that wrapped azound the house. <br />Commissioner Arkin moved to: (1) make the finding that the project would not <br />have a significant effect on the environment and adopt a resolution recommending <br />approval of the Negative Declaration as shown in the staff report; (2) make the <br />finding that the project has a De Minimus impact on the site's wildlife; (3) make the <br />finding that the proposed rezoning and PUD development plan are consistent with <br />the General Plan and the Downtown Specific Plan; and (d) make the PUD findings <br />as listed in the staff report; and (2) recommend approval to the City Council of <br />PUD-28, subject to the conditions of approval listed on Exhibit B. <br />Commissioner Fox seconded the motion. <br />ROLL CALL VOTE <br />AYES: Commissioners Arkin, Fox, Roberts, and Sullivan. <br />NOES: None. <br />ABSTAIN: None. <br />ABSENT: Commissioners Kameny and Maas. <br />Resolution Nos.
