Chairperson Roberts reconvened the meeting at 8:27 p.m. <br />c. PREV-397 Noushin Murphy. Vincent & Murahv. Inc. <br />Work session to review and provide comments on the revised design plans for a <br />5,220-square-foot, one-story commercial building on the existing building pad <br />site located at 3001 Bernal Avenue facing the southwest corner of Bernal Avenue <br />and Stanley Boulevard, near the McDonald's Restaurant building. Zoning for the <br />property is PUD-C (Planned Unit Development -Commercial) District. <br />Mr. Iserson summarized the staff report and noted that the first workshop had been held <br />on January 28, 2004. The applicant revised the plan in response to the Commission's <br />comments. The Commission commented that the building should not be angled to the <br />site and that Larry Cannon should perform a peer review and assist with the design. In <br />addition, the streetscape design should face Stanley Boulevard, and the tower elements <br />were discouraged. Some Commissioners wanted the feasibility of a two-story building to <br />be explored so that the square footage on the first floor could be notched out of the <br />building. The Commission was also concerned about the architecture of the building <br />facing Stanley Boulevazd, which is a gateway street. <br />Mr. Iserson advised that Larry Cannon's proposed design is included in the staff report <br />and added that the revised project was faithful in reflecting Mr. Cannon's comments. <br />The applicant explored the feasibility of constructing the building as a two-story building <br />_ and noted that the applicant determined that it would not work from a marketing point of <br />view. The applicant believed that the second floor uses would need to be office uses and <br />would be difficult to mazket in this location. Staff suggests that the Commission review <br />the proposal, talk to the applicant, and give specific design direction so that the project <br />may come back for a public hearing. <br />THE PUBLIC HEARING WAS OPENED. <br />Noushin Murphy, project azchitect, 637 Fifth Avenue, San Rafael, noted that they tried to <br />respond adequately to the Planning Commission's comments as well as those provided by <br />Mr. Cannon. <br />Commissioner Arkin believed that the elevation made the building look like a strip mall <br />and would like more detail on the roof. <br />Commissioner Sullivan believed that the building looked like a box with awnings and <br />would like to see more of a pitch to the roof. <br />Chairperson Roberts noted that she liked the awnings, the color, and the trellises. She <br />would like to see a real pitched roof added to the design. She also liked the plaza and <br />was pleased that the tower element was removed. <br />Commissioner Fox would like the aesthetics of the roof to be improved from the <br />perspective of Stanley Boulevard; she was not as concerned as the side facing <br />PLANNING COMMISSION MINUTES Apri128, 2004 Page 10 of 16 <br />
