- a. PUD-28. Regis Lachance <br />Application to rezone the approximately 12,400-square-foot parcel at <br />1072 Division Street (northwest corner of Fair and Division Streets) from the <br />R-1-6,500 (Single-Family Residential) Zoning District to the PUD-MDR <br />(Planned Unit Development -Medium Density Residential) Zoning District and <br />for PUD development plan approval to construct two new single-family detached <br />homes measuring approximately 1,200 squaze feet and 2,557 square feet on two <br />lots measuring approximately 4,259 square feet and 8,141 squaze feet, <br />respectively. <br />Also consider the Negative Declaration for the application. <br />Mr. Iserson summarized the staff report and described the project site. He noted that the <br />Lot A Floor Area Ratio (FAR) would be 31 percent, and the Lot B FAR would be <br />26.6 percent. He advised that the project met the Downtown Specific Plan design policy <br />of avoiding excessive lot coverage and maintaining adequate building sepazations and <br />appropriate scale and massing. He distributed acolor-and-material board to the <br />Commission. Staff believes that the architecture fits in well with the surrounding area <br />and that the buildings were attractive and in character with the neighborhood. The <br />applicant has minimized the building mass by incorporating the second-story elements <br />into the roof and by using dormers. <br />_ Mr. Iserson advised that Lot A would have atwo-car garage and an additional open <br />pazking space; Lot B would have gone-car detached garage. Access to both lots would <br />be from the shazed driveway on Fair Street. Staff believes that parking would be <br />adequate since there is parking on Fair Street in addition to the garages on the site. A <br />neighbor across the street expressed concern about having two houses on the lot. Staff <br />believes, however, that the parking would be adequate and that creating another space on <br />the site would require another driveway and an additional curb cut, which would remove <br />a parking space from Fair Street. He noted that the applicants voluntarily submitted a <br />significant green building program which exceeds 50 points. <br />Staff believed this was a good project for a small infill site in the Downtown area, where <br />the Housing Element encourages infill development and small houses. Staff believed the <br />amenities were sufficient and that the project was designed to be sensitive to the adjacent <br />properties. Staff recommends that the Commission find that the project would not have a <br />significant effect on the environment and adopt a resolution approving the draft Negative <br />Declaration; find that the project would have a De Minimus impact on the site's wildlife; <br />find that the proposed rezoning and PUD development plan aze consistent with the <br />General Plan and Downtown Specific Plan; make the PUD findings as listed in the staff <br />report; and recommend approval of PUD-28 to the City Council subject to the conditions <br />in the staff report. <br />In response to an inquiry by Commissioner Fox, Mr. Iserson noted that there had been no <br />public objection to the loft window facing 1088 Division Street and added that it could <br />PLANNING COMMISSION MINUTES Apri128, 2004 Page 8 of 16 <br />
