Zaka Ashraf, 5732 Owens Drive, spoke in support of this item and noted that his four
year old son attends Cazden West. He noted that he worked in Hacienda Park and would
not add a trip through the neighborhood.
THE PUBLIC HEARING WAS CLOSED.
Commissioner Fox inquired whether there was a way to ensure that the sign in front of
the building indicated that it was a school. She expressed concern about the students'
safety with respect to the traffic.
Mr. Iserson advised that there would be opportunities for monument signs in
conformance with Hacienda Park guidelines. He noted that school zone signs would be a
good approach to resolve that issue.
Commissioner Sullivan suggested that the signage issue be added to the crossing guard
discussion. He would like to look at the issue from a TSM point of view and was
concerned about the children who already walked to Hart Middle School.
Mr. Iserson noted that the City normally provided crossing guards in compliance with
State requirements.
Commissioner Arkin moved to make the finding that the operation of the proposed
__ private school at this location would not have a significant effect on the environment
and adopt a resolution approving the Negative Declaration as shown in the staff
report; make the finding that the proposal has a De Minimus impact on the site's
wildlife; make the conditional use permit findings as listed in the staff report; and
approve Case PUD-111, subject to the conditions of approval listed on Exhibit B.
Commissioner Sullivan seconded the motion, and requested adding an amendment
to encourage the school to work with the City in an effort to provide a school
crossing guard at Inglewood Drive and Willow Road to protect children walking
and riding bikes to and from Hart Middle School, and to encourage the school to
establish school zone signage on the streets surrounding Carden West School.
Commissioner Arkin accepted this amendment.
ROLL CALL VOTE
AYES: Commissioners Arkin, Fox, Roberts, and Sullivan.
NOES: None.
ABSTAIN: None.
ABSENT: Commissioners Kameny and Maas.
Resolution Nos. PC-2004-26 and PC-2004-27 were entered and adopted as motioned.
PLANNING COMMISSION MINUTES Apri128, 2004 Page 7 of 16
