-- drop-off and pick-up plan that would entail entering the property on Willow Road and <br />exiting on Inglewood Drive. <br />Mr. Iserson advised that a written objection had been received from the manager of <br />Britannia Business Park, which is across Willow Road from the site, expressing concern <br />about traffic and circulation, which was addressed with the traffic and circulation <br />mitigations. He noted that if this were an office use, the City would have less control <br />over the trips because it would be a permitted use. Staff believed that the location for the <br />school was a good one and that it removed the school from an impacted area. The <br />applicant had worked very hard to work with staff, and staff was impressed with the way <br />the school has enthusiastically embraced the measures and gotten the parents' <br />cooperation with the traffic mitigation programs, including the use of buses and van <br />pools. <br />Staff recommended that the Planning Commission approve the use for the 2004-2005 <br />school year for up to 290 students, with a maximum enrollment of up to 440 students. <br />Annual traffic audits would ensure that the additional enrollment would not overburden <br />the traffic capacity. <br />In response to an inquiry by Commissioner Sullivan, Mr. Iserson confirmed that school <br />ended at 2:45 p.m. and 3:30 p.m. Commissioner Sullivan advised that Hart Middle <br />School staggered its start and end times. <br />THE PUBLIC HEARING WAS OPENED. <br />Cheryl Weaver, Executive Director, Cazden West School, noted that their Board of <br />Directors had decided to allow the school to grow and selected the Willow Road site. <br />She noted that the site would allow the children to play, had ample parking, and that it <br />did not share a driveway with any other tenants. She noted that 51 of the 60 attendees <br />rode to this meeting on a bus, and the others arrived in a vanpool. She added that the <br />pazents followed a specific procedure to ensure that the traffic flowed smoothly and <br />added that they would continue to do so. She noted that their leasing and financing were <br />in place and that 40 students awaited the Commission's approval so that they could attend <br />the school in the fall. She noted that the staff and parents were committed to making the <br />new plan work well for the neighborhood and the City at large. <br />In response to an inquiry by Commissioner Sullivan, Ms. Weaver noted that their survey <br />indicated that none of the students intended to walk or bike to school. Commissioner <br />Sullivan advised that the students in the existing neighborhood that did walk to school <br />may be impacted by the traffic. <br />In response to a request by Commissioner Sullivan, Ms. Weaver replied that they would <br />be in favor of having crossing guards. <br />Felicia Sultis, representing Carden West School, noted that she also had two children at <br />-" the school and added that the school was very committed to the children.
