- ensure that there were no more trips created as a result of the school than would be <br />created if there were a typical office use of the building. Cazden West has proposed a <br />number of ways to achieve strip-neutral status, including staggering their class starting <br />times to start after the morning commute, bringing a significant amount of their students <br />to school in buses and van pools, as well as car pooling. Cazden West had surveyed their <br />parents regarding their travel patterns to identify their routes and number of people in the <br />vehicles. Carden West has committed to entering into a lease agreement with two or <br />three full-sized buses and will set up the use of van pools, as well. <br />Mr. Iserson advised that staff worked very closely with the City Engineer on the traffic <br />analysis and concluded that the staff and students attending the 7:00 a.m. session would <br />generate slightly lower traffic levels than an office tenant occupying the building. The <br />9:20 a.m. class sessions would commence after the peak-hour period. The 8:15 a.m. <br />session would result in 106 trips, 36 trips being from parents already using Hacienda Park <br />for their work commute; 18 of those pazents have committed to bringing their children on <br />the way to work. Carden West would generate 18 evening staff trips and no evening <br />student trips, a significant decrease in the number of afternoon peak-hour trips. He noted <br />that the traffic situation on Black Avenue would be improved if this school were to be <br />moved. He noted that this application would be a good demonstration of the use of TSM <br />for private businesses and schools. He noted that strip-neutral status would be very <br />important as the enrollment of the school increased. He noted that there must be audits <br />every year and that the school must demonstrate that the traffic mitigation measures were <br />in use and worked to promote alternative transportation measures. <br />Staff developed the following conditions: <br />1. The applicant must follow a Traffic Management Plan throughout the life <br />of the school on this site; <br />2. Any new or increased enrollment will be programmed such that increased <br />bus or van pool use, or staggered times, would limit school traffic to no <br />more than 70 trips per hour during the a.m. peak hour; <br />3. The school must provide annual audits to document these actions, to be <br />reviewed by staff. Any deviation must be brought before the Planning <br />Commission with a staff report and a traffic report, or the school would <br />be precluded from expanding until it were able to develop an acceptable <br />mitigation; <br />4. The lease agreements for the buses and vans would be maintained <br />throughout the life of the school; <br />5. The school must hire an on-site traffic systems manager to supervise the <br />traffic management, to do the annual audits, to ensure that parents who <br />have committed to use the buses and van pools continue to do so; and <br />6. Carden West would participate in the various traffic programs offered by <br />Hacienda Park to businesses in the Park. <br />Mr. Iserson advised that the applicant has agreed to these conditions and has already <br />retained a traffic systems manager. He noted that the 180 parking spaces were more than <br />adequate for the school, staff, and pazents.
