- Kevin Close, 871 Sycamore Road, noted that he had spoken to the City Council about the <br />Bypass Road and suggested that the 101 houses on the Spotorno property that were <br />brought forward in 1999 be used to finance the Bypass Road. He noted that the <br />Commission has been committed to seeing the Bypass Road come to pass. <br />In response to an inquiry by Commissioner Sullivan, Mr. Iserson noted that although <br />Mr. Swift has had discussions with Mr. Spotomo, he did not know what the results of <br />those latest discussions were. <br />4. REVISIONS AND OMISSIONS TO THE AGENDA <br />Mr. Iserson suggested that Item 6.b. ,PCUP-111, Cazden West School, be heazd first <br />because of the number of people in attendance who were interested in this item. PCUP-111, Carden West School <br />Application for conditional use permit approval to allow the operation of a private <br />school having a projected enrollment of up to 440 students from preschool <br />through the eighth grade in an existing building located at 4576 Willow Road in <br />the Hacienda Pazk. Zoning for the property is PUD - I/C-O (Planned Unit <br />Development -Industrial/Commercial-Office) District. <br />Also consider the Negative Declaration for the project. <br />Mr. Iserson summazized the staff report. He described the history of the application and <br />the project site. He noted that the school would like to commence operations in <br />2005 with 290 students, increasing the enrollment by 50 students per year until the <br />2008-2009 school yeaz, where they would reach a total of 440 students. From a land use <br />point of view, the site is designated IPD (Research and Development/Light <br />Manufacturing Planned District), and private schools aze a conditional use in this district. <br />Staff believed that the major issue was traffic and circulation because of the level-of- <br />service issues on the streets leading into Hacienda Park, and the projected enrollment <br />would result more in traffic than what would be allowed on the site if the site were <br />strictly an office use. The critical time for commute hours is between 7:00 a.m. and <br />9:00 a.m., and staff believed that in order for staff to support the magnitude of the <br />proposed enrollment, Carden West must provide solidly documented TSM programs to <br />PLANNING COMMISSION MINUTES Apri128, 2004 Page 3 of 16 <br />
