suggested that a green belt be preserved between Pleasanton and Livermore for emergency
landing for pilots.
THE PUBLIC HEARING WAS CLOSED.
Commissioner Fox requested staff for some specifics regazding what Livermore is looking for in
terms of ensuring that no residential development occurs beyond the airport protection azea.
Commissioner Sullivan requested that staff provide the Commission with the exact urban growth
boundary language at its next meeting on the East Side.
Staples Ranch
Chairperson Roberts stated that she liked the concept of a senior community, which would be a
good buffer between the houses and the commercial uses in the area. She added that she also
liked the idea of a ballpark, that it would not be quite as noisy as the airport, and that there would
not be a game every night.
Commissioner Sullivan indicated that he would like to see a use that is supportive of not
connecting Stoneridge Drive to El Charro Road. He commented that the senior community
proposal was good because it would generate less traffic in relation to the existing neighborhood.
He emphasized that he was not in favor of any through access between Stoneridge Drive and
_ El Charro Road and I-580. He added that he would like more information about a ballpark,
particularly with regazd to neighborhood issues of noise and lighting. He proposed that open
space be maintained between Pleasanton and Livermore, that the northern section of Staples
Ranch be kept as an agricultural azea, and that Livermore be encouraged not to build on its side
of El Charro Road. He indicated that he would also like to see an expanded trail system
throughout the East Side.
Commissioner Maas stated that she also liked the senior housing concept but would also like to
see other types of housing, such as affordable housing, without cut-through accessibility from
Stoneridge Drive to I-580. She inquired about the status of the community park.
Mr. Swift replied that the Stoneridge Drive Specific Plan includes a 17-acre community park to
be located at the end of Staples Ranch Road. He stated that in conjunction with an application
for additional housing in the azea, the pazk was shifted to the south and was expanded to 30 acres
to include a lighted sports field. He added that this 30-acre park was then incorporated in the
City's Community Parks Master Plan prior to the City's acquisition of the Bernal Property. He
noted that the General Plan Update process would now have to determine where it would like to
put parks in the City.
Commissioner Fox commented that she would like to see a 30-acre park as the closest
community pazk on the east side of Pleasanton is Amador Pazk on Santa Rita Road and Black
Avenue. She stated that Stoneridge Drive should dead-end in Staples Ranch and should not
connect to El Charro Road or Jack London Boulevard to access the airport. She reiterated that
-- there should be some open space provided for emergency landing for airplanes.
PLANNING COMMISSION GENERAL PLAN UPDATE MINUTES, 4/22/2004 Page 8 of 11
