Mr. Cummings explained that the dropping water level is caused by evaporation and that besides <br />the fact that large amounts of water would not be readily available, it would be very costly to <br />refill the Lake regularly. <br />Commissioner Sullivan asked Mr. Cummings what his thoughts were regarding the concept of <br />storm water retention in times of flood or excess flow and how much confidence there is <br />regarding the ability of this system to work and not require any excavation of the Arroyo de la <br />Laguna. <br />Mr. Cummings replied that this is one of the most viable ways to maintain flood protection and it <br />augments the flood plan with additional storage. He said that it would require regular <br />maintenance and should be effective so long as it has sufficient storage. <br />The Planning Commission recessed for a break at 8:55 p.m. <br />Commissioner Arkin left the meeting during the break. <br />Chairperson Roberts reconvened the meeting at 9:05 p.m. <br />THE PUBLIC HEARING WAS OPENED. <br />Pat Belding, 7703 Highland Oaks Drive, spoke on behalf of the Citizens for a Caring <br />_ Community, an advocate for affordable housing. She commented that the East Side is a feasible <br />place to locate housing for seniors, the disabled, and low-income families and requested the <br />Commission to put a high priority on affordable housing. <br />Amit Patel, 6200 Stoneridge Mall Road, representing Golden Days Minor Baseball Team, <br />commented that a minor league baseball team would be a natural fit for Pleasanton and proposed <br />that it be built on the four-acre community pazk site at Staples Ranch. He stated that it would <br />consist of approximately 4,000 seats with access through I-580 and El Charro Road; there would <br />be no connection to City streets, thereby blocking all cut-through traffic. <br />Jeff Roy, 2602 Chocolate Street, stated that he worked with Kaiser Sand and Gravel for 22 yeazs <br />and that the water of Cope Lake is healthy. He proposed that a the City work with Zone 7 to <br />create a 30-foot lineaz park on the buffer azea along Persimmon Street by removing the berm and <br />move the fence to the edge of the pit. <br />Max Mahini, 2758 Lotus Street, stated that a ballpark would have noise impacts on the existing <br />neighborhood. He proposed that Staples Ranch be left as agricultural to serve as a buffer zone <br />between the airport and the residential area. <br />John Carroll, 2981 Moreno Avenue, requested the Commission that Stoneridge Drive not be <br />extended to El Charro Road except for emergency vehicle access, regardless of what options it <br />might consider for the East Side. He commended the idea of building a walkable community <br />and would like to have bike paths throughout the Tri-Valley area to provide access to parks.
