40 acres of high-density residential azea on which 1,300 units could be built to meet the City's <br />regional fair-share housing, and this density would be in excess of 25 units per acre. <br />Ms. McGovern noted that the City can build about 1,700 units before the housing cap approved <br />by voters is attained. She stated that City's decision regarding whether or not to extend <br />Stoneridge Drive, El Charro Road, or Busch Road would affect the kind of housing to be built in <br />that area. She commented that the South Bay property, which is not included under Measure V, <br />provides a good opportunity to build a senior housing project. <br />John Carroll, 2981 Moreno Avenue, stated that the Stoneridge Drive Specific Plan indicated that <br />EI Charro Road would be improved from two lanes to eight lanes, whereas Mr. Swift has <br />mentioned afour-lane El Charro Road improvement. He requested clarification on the proposed <br />number of lanes for EI Charro Road. <br />Mr. Swift clarified that the General Plan shows El Charro Road as four lanes in the southerly <br />section where Stoneridge Drive would intersect El Charro Road; however, the Stoneridge Drive <br />Specific Plan shows eight lanes because more lanes are needed between the Interchange and <br />Stoneridge Drive and Jack London Boulevard to accommodate multiple turn-lanes, truck lanes, <br />and other trucks coming from the Vulcan site. <br />Margaret Gordon, 3236 Arbor Drive, stated that Vintage Hills Shopping Center should remain as <br />a commercial center. She commented that Tawny Park across the street is frequently used for <br />_ sporting practices and that building houses on the site would take away the advantage of public <br />parking on the street. She added that the same public street parking consideration should be <br />given when discussing housing on Hacienda Business Park, where the Middle School is used for <br />weekend sporting events. <br />Michelle LaMarche, 1234 Hearst Drive, inquired if a tie-in existed between the Kottinger Hills <br />development and the Vintage Hills Shopping Center proposal because she read in a newspaper <br />that the City would get high-density housing on Vintage Hills with the approval of Kottinger <br />Hills. She proposed that the Vintage Hills site be retained for commercial use. <br />Chairperson Roberts stated that each project is separate and explained that any development <br />would have to provide affordable housing either on the site or somewhere else. <br />Kevin Close, 871 Sycamore Road, encouraged the construction of affordable secondazy units <br />rather than dividing large parcels and increasing housing density. <br />THE PUBLIC HEARING WAS CLOSED. <br />The Planning Commission recessed for a break at 9:07 p.m. <br />Chairperson Roberts reconvened the meeting at 9:20 p.in. <br />PLANNING COMMISSION GENERAL PLAN UPDATE MINUTES, 3/4/2004 Page 8 of 13 <br />
