Plannine Commission Discussion and Public Input Reeardin¢ the Housine Density
and Location
Brian Swift stated that this workshop, the second on land use, would discuss possible new
housing sites that the Commission could recommend to the City Council to consider with respect
to additional high-density residential housing sites. He explained that State law requires that
cities incorporate into their General Plan Housing Element policies and progrvns which would
designate sufficient land to contribute to the regional fair-share housing needs established by the
Association of Bay Area Governments (ABAG). He noted that in Pleasanton, this would
translate into the development of 5,000 residential units from 1999 to 2006; and based on
currently designated policies at the General Plan mid-point, potentially adding about 1,300 units
to what the housing stock would be at build-out, for a total of 28, 600 units which is still below
the 29,000 housing unit cap.
Mr. Swift then briefly presented the five main options for housing, which are consistent with
most City land use policies and lazger than the total number of acres that would have to be
designated to bring the Land Use Element into conformity with the Housing Element policy.
These include: (1) East Area option, which includes the Staples Ranch, Hanson Aggregates
(formerly Kaiser Sand and Gravel), Kiewit properties, and the smaller Walsh site; (2) Hacienda
Business Pazk Vacant/ Redeveloped Sites, which include the Roche Molecular Diagnostics site,
the Shaklee site, and sites along West Las Positas Boulevard, totaling approximately 26 acres of
PLANNING COMMISSION GENERAL PLAN UPDATE MINUTES, 3/4/2004 Page 3 of 13
