r discussion was not scheduled to be held on traffic or infrastructure at this meeting and that <br />individual meetings would be held on the vazious housing sites, including the East Side, North <br />Pleasanton business park area, possibly South Pleasanton, and other sites in the City. She added <br />that a Joint City Council-Planning Commission workshop on traffic issues would be held on <br />Tuesday, March 9°i, at 6:30 p.m. in the Council Chambers. <br />3. MEETING OPEN FOR ANY MEMBERS OF THE AUDIENCE TO ADDRESS <br />THE PLANNING COMMISSION ON ANY ITEM WHICH IS NOT ALREADY <br />ON THE AGENDA <br />Phil Blank, 1339 Hearst Drive, stated that he attended a Joint City Council-Planning <br />Commission meeting at which a moratorium on development projects was mentioned. He <br />requested the Commission to formally recommend by unanimous vote to the City Council a <br />moratorium on all major housing developments in the City until the General Plan Update is <br />completed. <br />Michael Regan, 1363 Hearst Drive, concurred with Mr. Blank's statement and requested that the <br />Planning Commission hold a specific meeting on the South Pleasanton area in conjunction with <br />the Kottinger Hills and Lund Ranch developments as part of its General Plan Update discussion. <br />Pam Schrader, 3673 Touriga Drive, indicated that she appreciated all the work that has already <br />been done in her neighborhood with respect to traffic mitigation but noted that not enough has <br />been done considering the presence of the large Ruby Hill development as well as schools in the <br />area. She expressed concern regarding traffic impacts the Kottinger Hills development would <br />add to the neighborhood. <br />Commissioner Arkin suggested that this item, which would fall under "Matters Initiated by <br />Commission Members," be discussed at this time. <br />7. MATTERS INITIATED BY COMMISSION MEMBERS <br />Commissioner Sullivan stated that he would like the Commission to make a formal <br />recommendation to the City Council to establish a moratorium on any major residential <br />development project until after the General Plan Update has been completed. <br />Brian Swift, Planning Director, explained that the Commission may not discuss the matter at this <br />time because it is not on the agenda; however, the Commission may request that it be put on a <br />future Planning Commission agenda. He further explained that it would not be possible to put it <br />on the upcoming Regular Planning Commission tneeting scheduled for March 10`x' due to lack of <br />time for notification requirements but that it could possibly be scheduled for the second regular <br />meeting on March 24°i. <br />PLANNING COMMISSION GENERAL PLAN UPDATE MINUTES, 3/4/2004 Page 2 of 13 <br />
