- 4. REVISIONS AND OMISSIONS TO THE AGENDA <br />There were none. <br />5. MATTERS CONTINUED FOR DECISION <br />There were none. <br />6. PUBLIC HEARINGS AND OTHER MATTERS <br />a. Tentative Tract Map 7505. Keith Kass <br />Application for vesting tentative map approval for five single-family lots and <br />related infrastructure within a 4.49-acre parcel containing the existing Kass <br />residence located at 966 Sycamore Road. Zoning for the property is PUD-LDR <br />(Planned Unit Development -Low Density Residential) District. <br />Mr. Iserson presented the staff report and described the history and scope of the project. <br />Staff believed that all the details of the tentative map, including the lots, road, and the <br />infrastructure, were in close conformity as required by the PUD development plan. He <br />noted that when the Planning Commission and the City Council reviewed the project, <br />there were very few issues; the neighbors were satisfied with the plan, as well. He <br />advised that the current proposal was consistent with the plan. <br />Mr. Iserson advised that a condition in the PUD addressed the issue of the appropriate <br />association or maintenance group for the project. That decision was left to the Planning <br />Director, who believed that the most logical association for this property would be the <br />Sycamore Heights Property Owners' Association. He noted that the Sycamore Heights <br />developer, Summerhill Homes, did not wish to include this parcel within its Association. <br />However, the Sycamore Heights Association would maintain the frontage of the lot along <br />Sunset Creek Lane. He noted that the other large developer, New Cities Development, <br />would also be responsible for maintaining the common open space areas in the creek. <br />Staff believed that the required tentative map findings can be made and recommended <br />approval, subject to the conditions of the staff report. <br />In response to an inquiry by Chairperson Roberts, Mr. Iserson confirmed that Condition 3 <br />was added to ensure that the home would be prewired to be "PV-ready." <br />THE PUBLIC HEARING WAS OPENED. <br />Keith Kass, applicant, 966 Sycamore Road, noted that he would be available for <br />questions. <br />THE PUBLIC HEARING WAS CLOSED. <br />PLANNING COMMISSION MINUTES February 25, 2004 Page 3 of 19 <br />
