e. Review of the Mid-Term Capital Improvement Program ICIP) for 2004-2005 <br />Steve Bocian, Deputy City Manager, advised that the purpose of the mid-term review <br />was to ensure that staff was on track with the City projects. He advised that major <br />projects were generally not added or removed mid-yeaz, but if there were significant <br />concerns by the Commission or the public, changes could be made. <br />In response to an inquiry by Commissioner Fox regarding the Iron Horse Trail between <br />Valley and Mohr Avenues, as well as the extension between Mohr Avenue and Santa <br />Rita Road, Mr. Bocian confirmed that was part of Letter I (General Trail Improvements <br />and Development). He noted that the Mohr Avenue to Santa Rita Road project would be <br />funded by a grant. <br />In response to an inquiry by Commissioner Sullivan, Mr. Bocian advised any mid-tern <br />changes would take effect on July 1, 2004. He noted that the Council could amend the <br />CIP at any time, which was a rare occurrence. <br />In response to an inquiry by Chairperson Roberts, Mr. Bocian noted that specific street <br />projects were listed in the CIP and were approved by City Council. He noted that the <br />street maintenance program covers the evaluation of general conditions of the streets. <br />_ In response to an inquiry by Chairperson Roberts, Mr. Bocian confirmed that the <br />Vineyard Water Tank was funded. <br />In response to an inquiry by Commissioner Sullivan, Mr. Bocian confirmed that the <br />Happy Valley Bypass Road project was included in the CIP. <br />THE PUBLIC HEARING WAS OPENED. <br />Vanessa Kawaihu, 871 Sycamore Road, noted that she disagreed with the $1,000,000 <br />figure shown under the Capital Improvement Street Project Summary for the Happy <br />Valley Bypass Road. She noted that $500,000 came from the New Cities Development <br />Sycamore Heights Project, and the other $500,000 came from the $2.4 million allocated <br />from the in-lieu parking fee transfer. She noted that the money that was not allocated to <br />the Bypass Road went back into the General Fund to repay the golf course loan. She <br />noted that the rest of the CIP seemed to be fine. <br />THE PUBLIC HEARING WAS CLOSED. <br />Commissioner Arkin noted that several residents had inquired about an indoor pool in <br />Pleasanton. He would like to include that project on the unfunded projects list. <br />In response to a question from Commissioner Maas, Mr. Bocian stated that this <br />_ recommendation would go to the City Council for its direction on how to address it and <br />the process, such as bringing it to the Parks and Recreation Commission. <br />PLANNING COMMISSION MINUTES February 25, 2004 Page 11 of 19 <br />
