_ Planning Commission meetings on the General Plan Update, focusing on land use as the first <br />priority of study issues. <br />Mr. Rasmussen suggested that a series of five land use study meetings be held; the first meeting <br />would be primarily an informational presentation by staff regarding both residential and <br />non-residential vacant land. He noted that it would be noticed in the newspaper as an <br />informational meeting. <br />In response to an inquiry by Commissioner Arkin, Mr. Rasmussen advised that there would be <br />no direction taken at this meeting. The next meeting may be appropriate for direction and added <br />that staff would prepaze a report with respect to housing location and density that would relate to <br />implementing the Housing Element. This particular study item would address additional zoning <br />for multi-family housing. <br />Chairperson Roberts noted that Brian Swift told her that she could look at these meetings as <br />Land Use 101 and was not intended to give staff direction. <br />Mr. Rasmussen advised that staff would provide substantial background information and that the <br />Commission may wish to provide initial input for alternative azeas of study or a general <br />consensus for direction to be taken. These ideas could be included into the traffic model which <br />should be done by that time. <br />Commissioner Fox noted that the Livermore Planning Commission, in examining El Charro <br />- Road and I-580, recommended that 165 acres be converted from business park to limited <br />agricultural uses. <br />Chairperson Roberts noted that it was very important to start addressing land use issues and that <br />between June and September 2003, the Livermore Planning Commission held 12 separate <br />meetings in addition to their regular meetings. <br />Commissioner Sullivan noted that land use and traffic were crucial issues and that the City's <br />goals should be established before any other discussions take place. He noted that the Planning <br />Commission has not held any meetings to discuss the outcome of the recent community <br />meetings. <br />Chairperson Roberts suggested that the first workshop be held on Februazy 18, 2004. <br />Commissioner Sullivan advised that the Energy Committee would also meet that night. <br />Chairperson Roberts suggested that Thursday, February 19, would be an alternative meeting <br />date. She suggested that staff communicate with the Commissioners through e-mail when they <br />have their calendars available to formalize a date.
