In response to an inquiry by Commissioner Arkin, Mr. Rasmussen advised that the City Council
may vote on the traffic model on February 24, 2004.
Commissioner Sullivan noted that he would like the first part of the upcoming Planning
Commission land use inventory (February 18 or 19) meeting to include input regarding the
community workshops and the issues that came out of them. He stated further that the item
should be publicly noticed.
Mr. Rasmussen advised that input should also be received from the Parks and Recreation
Commission before the Planning Commission takes any formal actions on the General Plan
Update.
THE PUBLIC HEARING WAS OPENED.
James Paxson, Hacienda Owners Association, advised that the Association was working toward
developing land use information for the traffic model so staff could perform its assessment. He
noted that conclusions regarding the buildout road network is necessary for analyzing their
proposals.
In response to an inquiry by Commissioner Fox, Mr. Paxson confirmed that they had considered
putting an elementary school in the Hacienda Business Park. They held a very productive
meeting with the School District the previous week regarding the types of school facilities that
would be needed. He noted that student generation rates could be attached to specific projects
and that they would have an idea of the school fees generated from that.
THE PUBLIC HEARING WAS CLOSED.
In response to an inquiry by Commissioner Sullivan, Mr. Rasmussen advised that he would
discuss the possible involvement of the School District with respect to the East Area Study with
Mr. Swift.
In response to an inquiry by Commissioner Sullivan, Mr. Rasmussen replied that a similaz
notification process for the upcoming Planning Commission General Plan Update meeting would
be used as for the community meetings, including newspaper notices, letters to all
Commissioners and Councilmembers, individuals who signed in at the community meetings, and
those who have requested notification of meetings. In addition, Community TV (Channe130)
could be contacted as well. He added that different forms of notification may be used for
additional site-specific meetings.
The workshop was adjourned at 6:50 p.m.
Respectfully submitted,
WAYNE RASMUSSEN
_ Principal Planner
PLANNING COMMISSION MINUTES, January 28, 2004 Page 3 of 3
