and noted that the trash enclosures should match the building. She believed that Larry Cannon <br />should review the design. She suggested that angled parking may mitigate the angled building <br />orientation. She wanted to see visuals and agreed that roll-up doors should not be allowed. <br />In response to an inquiry by Commissioner Arkin, Mr. Iserson confirmed that the building could <br />be a two-story design. He noted that there were limited retail opportunities on the second floor <br />but that office uses were possible on the second floor. <br />Commissioner Arkin suggested that on-site storage could be an appropriate use for the second <br />story. He noted that Larry Cannon consistently developed good designs in working with the <br />applicants. <br />Mr. Iserson advised that staff would involve Mr. Cannon in the peer review. <br />Chairperson Roberts advised that another workshop before the Commission would be <br />appropriate for the next step. <br />The Planning Commission recessed for a break at 8:39 p.m. <br />Chairperson Roberts reconvened the meeting at 8:47 p.m. <br />e. PDR-289/PCUP-86, Fairland Investment Inc. <br />Workshop to review and provide comments on the revised building designs of a proposal <br />to develop aself-service gas station, convenience store with alcohol beverage sales, and a <br />"- drive-through car wash facility on a site located at 3121 Bernal Avenue and 3581 Utah <br />Street in the Stanley Business Park. Zoning for the property is PUD-C (Planned Unit <br />Development -Commercial) District. <br />Mr. Iserson presented the staff report and noted that this was a continued workshop from <br />October 2003. He noted that the design had been changed since then, following the <br />Commission's concerns regarding the concept of a gas station at a City gateway. The <br />Commission stated that the design should be less corporate-looking and more <br />neighborhood-oriented in appearance and that it should incorporate some design elements of the <br />nearby fire station. The proposed number of fuel pumps was reduced from ten to eight. The <br />traffic impacts would be evaluated with the formal application, which was not yet prepared. <br />Larry Cannon had performed the peer review. Mr. Iserson displayed the revised design, which <br />incorporated stone and stucco elements and a faux two-story element with tower features and a <br />shed roof. He noted that a wood trellis and an outdoor seating area had been added. <br />Mr. Iserson noted that Mr. Cannon developed a completely different design, which was included <br />in the packets. Mr. Cannon proposed a design that was more residential in character, and instead <br />of a false two-story element, he proposed a hip roof with a building which incorporated stone, <br />columns, trellises, and vines. From a design point of view, staff favored Mr. Cannon's design <br />and believed it was much more integrated in appearance with the residential neighborhood. Staff <br />believed it was more attractive and appropriate for the area. The applicant indicated they were <br />willing to use Mr. Cannon's proposal.
