__ footprints for the store and that the sales floor areas were generally identical from store to store.
He noted that helped increase customer familiarity from store to store.
In response to an inquiry by Commissioner Arkin, Vasilis Papadatos, Perkowitz & Ruth
Architects, Long Beach, CA, noted that the brick fascia was wire-cut. He noted that this was the
40°i Kohl's design that he had supervised and added that Kohl's did a first-class job with respect
to materials and workmanship.
In response to an inquiry by Commissioner Sullivan's inquiry, Susan Edgewiler, DES Architects,
confirmed that the shrubs in the back would grow to six-eight feet tall and added that they were
fast growers.
In response to an inquiry by Commissioner Sullivan, Mr. Iserson noted that because the site was
elevated, it would be visible from the freeway on-ramp. However, there would not be a direct
line-of--sight from vehicles on the on-ramp, thus diminishing its visual impact.
In response to an inquiry by Commissioner Fox, Mr. Iserson replied that the Center's sign
program directed the approved signage for the site.
Commissioner Fox inquired whether the access in front of Borders Cafe entrance could be
moved toward Building 3 so that it would not be in direct line with pedestrians crossing the
street. Mr. Borkenhagen noted that Kohl's could do without that entrance and use the main
entrance.
Commissioner Maas suggested that a crosswalk be installed for safety and visibility.
Mr. Iserson advised that staff could talk with Borders about the crosswalk.
Commissioner Fox noted that it was difficult to see over the small hill and was concerned about
visibility at the entrance.
Commissioner Sullivan would like the visibility subject to be raised with Borders.
Mr. Iserson noted that a speed bump could be installed as atraffic-calming measure. In addition,
landscaping at the entrance could be maintained so that it did not block the view of pedestrians in
the crosswalk. He would also suggest to Borders that the crosswalk be moved from the Cafe to a
location further up. Staff agreed with Ms. Edgewiler that the driveway could not be pulled back
because it would result in insufficient left-turn stacking.
Commissioner Arkin suggested that benches or decorative planters be placed at the entrance so
people could not cross outside of the crosswalk Instead, people would be directed to cross
farther from the entrance, making it safer.
Cotmissioner Fox agreed that the crossing areas should be clearly delineated.
Ms. Edgewiler described the landscaping for the site.
PLANNING COMMISSION MINUTES January 14, 2004 Page 7 of 22
