PUD-85-8-7D-2M, Kohl's Department Store <br />Application for design review approval to construct an approximately 88,248-square-foot <br />department store with a 7,829-square-foot mezzanine area at 4525 Rosewood Drive. <br />Zoning for the property is PUD-I/C-O (Planned Unit Development -Industrial/ <br />Commercial-Office) District. <br />Mr. Iserson summarized the staff report, detailed the history of the application, and described the <br />proposed project. In staff s opinion, the use of the brick, sawtooth treatment and landscaping <br />distinguished it nicely from the other buildings. The City's peer review architect, Larry Cannon, <br />reviewed the design and generally supported the project. He suggested that the arcade be <br />extended toward the front entrance of the building. The applicant noted that the sawtooth <br />entrance created a recess and that adding the arcade might cause too much of a recess. Staff <br />believed that the entrance was satisfactorily designed and that the applicant's plan was <br />acceptable. <br />Mr. Iserson noted that the applicant proposed changes to the parking lot and circulation, which <br />staff believed would improve vehicular circulation. <br />In response to an inquiry by Chairperson Roberts, Mr. Iserson confirmed that the entrance behind <br />Borders would remain and added that it was generally used for truck traffic. He noted that <br />21 parking places would be removed behind the store to accommodate the bioswale. However, <br />842 spaces would remain for the center, or a ratio of one space per 203 square feet; Hacienda <br />requires one space per 200 square feet. Although the project would be 13 spaces short, staff <br />believed that would still be adequate. The site is located near BART and bus routes, and <br />Hacienda Business Park did a good job in encouraging transit use by employees. <br />Mr. Iserson noted that the project architect submitted a LEED checklist, which would provide at <br />least 27 points with a possible additional 14 points. Staff would work with the applicant to get as <br />many additional LEED points as possible. Staff conunended Kohl's for its efforts in attaining <br />LEED Certified status. <br />Staff had not received any public comment on the project. The project met the requirements of <br />the Hacienda Design Guidelines and had been reviewed and approved by the Hacienda Owners <br />Association. Staff noted that the site plan, access, and circulation had been much improved and <br />recommended approval of this project. <br />Commissioner Arkin noted that he would like to see the material board. <br />Commissioner Sullivan inquired whether any other visuals were available. <br />THE PUBLIC HEARING WAS OPENED. <br />In response to an inquiry by Chairperson Roberts, Eric Borkenhagen, representing Kohl's, <br />4411 South Division Road, Waterford, WI, confirmed that Kohl's had six different prototype <br />PLANNING COMMISSION MINUTES January 14, 2004 Page 6 of 22 <br />
