Mr. Papadatos displayed the site elevations for the Commission and reviewed the material board <br />with the Commission. <br />Commissioner Fox noted that a 30-foot banner on the building advertising the demolition <br />company was visible from I-580 and inquired whether that was permitted. Mr. Iserson noted that <br />staff was not aware of it and that it was not allowed. <br />Commissioner Sullivan commended the applicant on their LEED submittal and noted that it was <br />the best one he had seen. <br />In response to an inquiry by Chairperson Roberts, James Paxson advised that all properties <br />developed after 1993 had a master traffic study performed. All of the square footage was capped <br />on a trip basis, and a large trip pool was available to draw down from for the small increased <br />square footage. <br />THE PUBLIC HEARING WAS CLOSED. <br />Commissioner Arkin moved to approve PUD-85-8-7D-2M as conditioned in the staff <br />report, subject to the conditions listed in Exhibit B, with the modifications that: <br />(1) planters, other raised landscaping, or benches be placed at the Borders Cafe entrance so <br />that pedestrians may not walk directly into the parking lot and to make people go <br />10-20 feet away before crossing; and (2) the applicant consider speed bumps and be <br />required to install a textured paving crosswalk as a traffic calming measure. <br />Commissioner Maas seconded the motion. <br />Commissioner Sullivan moved to add an amendment to request that the applicant and staff <br />work to include a photovoltaic system on the roof and to try to increase the percentage of <br />recycled construction and demolition waste from 50 percent to 100 percent for concrete. <br />Commissioner Arkin accepted the amendment. <br />Commissioner Maas seconded the amended motion. <br />ROLL CALL VOTE <br />AYES: Commissioners Arkin, Kameny, Maas, Roberts, and Sullivan <br />NOES: None. <br />ABSTAIN: None. <br />ABSENT: None. <br />Resolution No. PC-2004-02 was entered and adopted as motioned. <br />c. PAP-56, Berni and Hermine Hafker <br />Appeal of the Zoning Administrator's determination that athree-lot subdivision of the <br />Halker property located at 565 Sycamore Creek Way would require an amendment to the <br />North Sycamore Specific Plan.
