Commissioner Maas noted that she would like to see a creative solution to this issue. <br />Commissioner Sullivan agreed that the corner currently looked unkempt but was unsure whether <br />the monument was the solution for this site. He believed that if the monument were not a <br />marketing tool, Greenbriar would not agree to build it while their houses were there. He was <br />uncomfortable with the concept but could support some alternatives. <br />Commissioner Fox noted that because the property would be subject to a design competition, she <br />did not want the Bernal property to be developed piecemeal. She believed that a cohesive design <br />was very important and added that she would like to wait until the design competition was over. <br />She noted that the east and west side of I-680 should be integrated. She did not believe that this <br />project set a good precedent going forward. She noted that because there was no homeowners <br />association, she agreed with staff s recommendation that this appeared to be a marketing tool. <br />She expressed concern about the propriety on the part of the Planning Commission and the City <br />Council in accepting a gift from Greenbriar at this time when some controversial developments <br />are still in process. She believed that Greenbriar should work with the landscape architects at <br />this point. <br />Chairperson Roberts agreed with Commissioner Fox's assessment and suggested that the <br />organizers of the competition be reminded that the West side was part of the competition. <br />Commissioner Kameny moved to deny the application of Greenbriar Homes to establish a <br />wall-fence entry feature flanking the West Lagoon Road entrance to the Bernal Property at <br />Bernal Avenue and to state that no entry monument was desired at this time. <br />Commissioner Fox seconded the motion. <br />Commissioner Sullivan noted that Measure V required that anything built on public land should <br />be decided by a vote of the residents. <br />Commissioner Kameny concurred that the area was unsightly and expressed concern that this <br />would set a precedent for City land being used even for quasi-marketing purposes. <br />Commissioner Maas advised that she would abstain from voting due to insufficient information <br />at this time. <br />ROLL CALL VOTE <br />AYES: Commissioners Fox, Kameny, Roberts, and Sullivan <br />NOES: None. <br />ABSTAIN: Commissioner Maas <br />ABSENT: Commissioner Arkin. <br />Resolution No. PC-2004-07 was entered and adopted as motioned.
