Ms. Nerland replied that was Greenbriar's proposal because it did not have an entity to do that, <br />_ such as a homeowners association or a maintenance association. <br />Commissioner Sullivan noted that when Greenbriar was done with the entry feature, the City <br />would be obligated to maintain the site. <br />Mr. Iserson added that the funds would not be able to be used for routine maintenance. <br />Commissioner Maas suggested incorporating an assumption of maintenance into the use. <br />THE PUBLIC HEARING WAS OPENED. <br />Carol Meyer, Greenbriar, 43160 Osgood Road, introduced Kevin Ebrahimi, Development <br />Manager of Greenbriar. She noted that the monument is the heart and soul of a location and <br />emphasized that they proposed a monument of quality. She noted that the entry would require <br />very little maintenance and added that the residents would pay approximately $3 million of <br />property taxes. She believed that the City would be able to afford a few hundred dollars for its <br />maintenance. She advised that they would use low-maintenance landscaping and added that they <br />would accept the three staff conditions. She did not believe this entry feature would be used as a <br />marketing tool for Greenbriar but would be a start to the new development. She noted that it <br />would be very simple and in good taste. <br />In response to an inquiry by Commissioner Sullivan regarding the length of time the monument <br />would be in place, Ms. Meyer replied that the monument would be a permanent gift to the City. <br />She noted that they could incorporate some rocks into the landscaping that would protect the <br />monument from passing cars. <br />Ms. Meyer noted that they would like to finish the job of making the site as attractive and <br />tasteful as possible. They designed it to be low-maintenance, inexpensive, and attractive. <br />In response to an inquiry by Commissioner Fox, Ms. Meyer advised that the monument would be <br />placed down the street from the development, not at the entrance to the community. She noted <br />that it would not be an advertisement of any kind. <br />Commissioner Fox inquired whether Greenbriar would be willing to move it off Bernal and <br />closer to the corner of West Lagoon Road and Laguna Creek Lane. Ms. Meyer replied that was <br />not in their plans at this time. <br />Chairperson Roberts expressed concern that if the feature were to be turned over to the City, <br />there would probably something else there. She noted that Measure V must be considered in this <br />case. <br />Ms. Meyers emphasized that the entry feature was not an advertisement but was a gift to the <br />City. <br />THE PUBLIC HEARING WAS CLOSED. <br />PLANNING COMMISSION MINUTES January 14, 2004 Page 18 of 22 <br />
