ROLL CALL VOTE <br />AYES: Commissioners Kameny, Maas, and Roberts. <br />NOES: Commissioners Fox and Sullivan. <br />ABSTAIN: None. <br />ABSENT: Commissioner Arkin. <br />Resolution Nos. PC-2004-04, PC-2004-05, YC-2004-06 were entered and adopted as motioned. <br />e. Entry Monument -Bernal Pronerty Western Area <br />Application of Greenbriar Homes to establish awall-fence entry feature flanking the <br />West Lagoon Road entrance to the Bernal Property at Bernal Avenue. <br />Mr. Iserson presented the staff report, and described the features of the project. Staff believed <br />that the purpose of this entry feature is a marketing tool for Greenbriar Homes and believed that <br />using City property for this purpose was inappropriate. Staff believed the application was <br />premature because many issues surrounding the site, including land use and landscaping, have <br />not been resolved. Staff was concerned about the possible precedent that would be set if this <br />marketing feature were to be installed and that it would be difficult to remove or modify. <br />Long-term maintenance was another issue. While Greenbriar would maintain the landscaping <br />until the last home was sold, the City would be required to continue the maintenance because no <br />homeowners association would be established at Greenbriar. Greenbriar agreed to provide <br />money for the City to perform major maintenance, but it would not cover routine maintenance. <br />In response to an inquiry by Commissioner Fox, Mr. Iserson replied that while the connection to <br />Measure V was unclear, staff believed this was an inappropriate use of public land. <br />Mr. Iserson noted that if the Commission was inclined to approve this item, staff suggested the <br />following changes: <br />1. Redesign the easterly wall to be compatible with a potential future sidewalk at the <br />corner. <br />2. Delete the groundcover to abide by the City's standards for accepting <br />development-installed landscaping for City maintenance. This change more <br />closely matches the planned median landscaping. <br />3. Consider whether plum trees are appropriate as a backdrop for the wall; taller <br />trees would be more acceptable. <br />Staff recommends that the Planning Commission recommend that no entry feature be constructed <br />at this time. <br />Commissioner Maas noted that the existing corner was very unattractive, and she inquired <br />whether the corner could be leased to Greenbriar so that they could perform the maintenance. <br />The corner would then be returned to the City. <br />PLANNING COMMISSION MINUTES January 14, 2004 Page 17 of 22 <br />
